Champion Concept: Luca, the Light of Zaun

So I've become quite fond champion conceptualizing and this here is my fourth. Please note, everything is subject to change within reason. Should you the reader think anything needs changing, please post what and why and I'll see too it. As per usual, I'll probably never get 'round to doing any art for this but I've still got aspirations. Now let's kick some Zaunite butt.

Mechanics Name: Luca, the Light of Zaun

Role: Mage

Stats: HP: 502 (+74) HP Regen: 6.6 (+0.6) Mana: 364 (+49) Mana Regen: 6.0 (+0.8) Attack Damage: 53 (+2.9) Attack Speed: 0.636 (+1.7%) Armour: 22 (+3.6) Magic Resist: 30 Move Speed: 330 Attack Range: 550

Abilities: Passive, Lense Flare: If an enemy within 600 units is facing Luca when he casts Magnifacation or Flashbang, they are blinded for 0.5-1 second. Enemies are instead stunned when Luca casts Blinding Brilliance.

Q, Magnification:
	First Cast: Luca channels for 3.5 seconds, increasing the range and damage on Magnification but decreasing its width over 3 seconds. Luca can move during this time but is slowed by 35%.
	Second Cast: Luca deal magic damage to all enemies hit.
		Range: 500/1500, linear area of affect.
		Cost: 65/75/85/95/105
		Cooldown: 11/10/9/8//7
		Minimum Damage: 30/40/50/60/70 (+33% AP)
		Maximum Damage: 90/120/150/180/210 (+100% AP)

W, Self-Aligning Mirrors:
	Luca places a self-aligning mirror, max 3, which reflect to other mirrors up to 1000 units away. The ability cast into the first mirror is recast out the other at an angle equal to 180 - the angle of incidence assuming the angle between the mirrors is 0. Enemies between mirrors take damage when an ability is reflected equal to half the ability's damage. Abilities cannot be reflected more than twice every 8 seconds. Lense Flare also applies to mirrors when they reflect abilities.
		Range: 500, ground targeted.
		Cost: No cost.
		Cooldown: 2


E, Flashbang:
	Luca emits a flash of light in front of himself in a cone. Enemy champions in the area are stunned for up to 1.5 seconds based on how close they are to Luca.
		Range: 600/70°, conic, pass-through skill shot.
		Cost: 85
		Cooldown: 24/21/18/15/12
		Damage: 60/100/140/180/220 (+75% AP)

R, Blinding Brilliance:
	Luca dashes forward as a ray of light. At the end, enemy champions around him are damaged, slowed by 60% for 3 seconds, and blinded for 0.5 seconds. If cast into a 	mirror, Luca will be reflected and dash out the last mirror.
		Range: 500/500, linear, ground targeted projectile/point-blank area of affect.
		Cost: 100
		Cooldown: 120/100/80
		Damage: 100/175/250 (+45% AP)

Back Story Luca was born to a wealthy, zaunite couple. For years, they kept him from the world, thinking it was much too dangerous. They loved Luca too much and couldn't bear to think what would happen to him in the city. Luca's parents would always buy him new times but he would always tire of them. He longed for the outside world and piddly wouldn't cut it. Luca did find one thing of the outside that his parents didn't keep from him: Light. The curtains that faced the country in their mansion were never drawn closed and the light always shone through. Luca would spend his days lying in the sunlight and playing with shadows. What he really did loves was when his parents bought him a set of mirrors and lenses. He would toy with magnification, practicing on ants and flies, and trap them in fields blocked by heated air. His knowledge of reflection came to the point where Luca wouldn't even have to try to blind others with a pocket mirror. He knew exactly how to hold the mirror and make them stumble. The servants always grumbled but his parents couldn't bear to take away the only thing that made him happy. Over the years, Luca's parents bought him all sorts of mirrors so that he could test their properties. He found that he could manipulate a certain crystal in some of these mirrors under the right circumstances without touching it. He could use magic. Luca furthered his use of mirrors and lenses with in new and exciting ways. The only thing he still yearned for was to smell fresh air and walk on soft dirt. He still longed for the outside. Luca's parents grew more lenient, letting the windows be open. Though living outside of Zaun, there air wasn't terribly good; at least it was something. Living so close to Zaun was never bad till Luca turned 16. His dad had a gift for him in his office at his factory. Luca's father was a good man, payed his men well and didn't treat them like slaves. Apparently someone thought that was too much when he went to go get Luca's present. Luca's father was stabbed by a man from a rival factory. Luca was heartbroken. His mother couldn't deal with the grief and wouldn't speak a word or eat. Luca lost himself in his work. Many of the servants left; only a few stayed to keep the house in order. Luca's mother soon died, unable to bear any of reality. Luca was left alone in a world he didn't know anything about. He vowed avenge his father. Luca soon used his parents wealth to turn the house into a laboratory to augment his magic and light itself. What servants remained were worried but Luca was obsessed. He would find the killer of his father. Luca practiced spells from old books, burned empowering runes onto his skin, and began turning his thought directly into light. He laid a crystal into his skull, directly releasing his thought to the world. He could create light from his own mind and cast it forth. It was painful but he didn't care; whatever would bring him closer to avenging his father. He would sent out people to find him the best crystals to magnify his powers with and the best lenses to magnify the light even further. He would disintegrate the killer where he stood. When Luca felt he was ready, he took to the streets disabled all who stood in his path, only wanting to kill the man himself. He found that crime was rampant in Zaun and he was overcome with a need to help. The number of criminal was overwhelming. Finding one criminal among them all would prove to be too difficult. Luca put his current goal aside and decided to help Zaun and show it the goodness it deserves. Now, Luca polices the city of Zaun for criminal activity; blinding criminals and taking them in. All whilst looking for the murderer who killed his dad. At least in the meantime, he could give Zaun what his parents had given him: protection and light.

Quotes: Speaks with an almost Victorian accent, is posh but tries not to be.

But overall I think the abilities are good and well thought out I don't see any reason for changing.

As promised, here's the review: Let me start off by saying I'm actually impressed seeing this concept - I honestly had to re-read this twice or thrice to see some problems that I could help with but looking at it but I could say, while Luca has impressive crowd control and zoning powers, it is also predictable looking by means of positioning of the mirrors itself which can be good or bad depending where you are and your enemy is. I'm quite intrigued with the Q which I might possibly use in my future concepts on how the mechanics works (Akin to focusing to a single spot by sacrificing the AoE part).

I'm really sorry if I can't provide more feedback but I'll try to double-check it every now and then and see if there are more things I could possibly point out.

Maybe instead of mirror's, which would probably be very hard to use and set up at the correct angles, they could be lenses? His Q would deal more damage through them and prob have more damage. The lenses themselves would have a much larger cooldown, maybe 16/14/12/10/8 secs instead. His E could multiply or gain range through lenses. His ult having a dash seems unnecessary, maybe he could summon a giant Blinding sun that stays for 1/2/3 seconds and stuns or blinds or maybe even literally turns enemy screens white. Enemies looking at the sun through Lenses would take %10 more damage from all sources for the duration. I don't champion design very much but i hope these suggestions make sense, Awesome Concept!
