I have an Idea for a new mid/support champion

The idea is a plague doctor from the back alleys of Ionia who is great friends with singed. Why great friends with singed? Because he pays him to sicken and spread disease around the poor areas of whatever town he's in.

As a passive, he can have a happy meter, when it's filled to the max, his abilities are amplified (depending on which ability he uses)

I'm not sure in what order or the amount of damage his skills would deal, but he can have a skill called masochist which would give him a temporary buff (I don't know what) for a cost of his health (hence the name masochist).

Another ability would be sleep paralysis, which would stun an enemy and fear other enemies or/and minions around the target. (or the ability can give an illusion of some damaging nightmare for a second and the target is feared for a short duration and when the duration is gone, so is the illusion)

He can have a defensive ability which he can also use on allies that heals for a certain amount of health (dunno stats)

As an ult, he can spread a moving disease swarm which travels quickly for a certain amount of time, if it hits an enemy, the timer is reset and it continues moving towards the next enemy. If an enemy is hit by his ultimate, they are slowed for 40%-60%.

All these abilities can be amplified by his passive

Maybe he can also deal poison damage in one of these, but im not sure which ability.

The only problem I have with this is that singed has a plague doctor skin, which kinda ruins this all just by that skin alone.

From what I hear, many people are asking for a new mid laner (or maybe even a support, idk), so I thought I pitch an idea. I'd love to hear feedback about my idea, suggestions would also be nice.
