Will Skarner
get his new Splash Arts? some of them are a very old. This also includes Varus'
classic skin. Will they be getting new splash?

Eventually, yes.
Eventually, but not within the next year or two since there's a huge list of characters ahead of them. Mainly Karma, Sivir, Sion, Twitch, Yorick, Master Yi, all champs who've had reworks but not splash updates to accompany that. This list is not the extent of it, since other champs will be reworked in the process.
