Name: Rinnea

Lore: Rinnea was born in Zaun, but was drawn by the bright lights of Piltover above. Aspiring to live in Piltover, she left her parents to go on an adventure. She travelled Piltover by night and Zaun by day, sneaking into all sorts of labs and peeking at inventions. Rinnea was utterly fascinated by the combination of magic and technology. Wanting to learn more about magic, she travelled to Ionia, when she found an odd orb of magic hovering in an abandoned cavern. She sensed the power in it, and wanted it for herself. She crafted a machine to store and harness the arcane power source and stole it from the cavern. She travelled back to Piltover with her invention, but when she returned, others wanted to examine the magical power source. At first she let them, but she tired of letting them borrow it. It was hers, and she wanted to use it. So she took it and now travels Runeterra, searching for other magical phenomena, and ways to harness their power.

Appearance: Sandy blonde hair, cream top and shorts, golden goggles with blue crystal lenses, golden metal gears and contraption containing the magical power source attached to a belt on the small of her back, cords strapped to arms and legs that glow blue and attach to gloves and boots, boots have round wheels under the heel. Abilities:

Passive: Rinnea generates orbs on kills and assists. They spawn near her and remain on the ground for 10 seconds but disappear if she moves too far away from them. Her abilities interact with and produce orbs. Whenever Rinnea gets a kill or an assist, hits an enemy champion with hard cc, dodges (with W) or blocks (with E or any shield or heal from items or summoner spells) fatal damage, each of her orbs and herself produce a pulsewave which gives herself and allies decaying movement speed which scales with level and AP. This effect has no cooldown and can be stacked on top if itself. If Rinnea procs this by dodging or blocking fatal damage, the pulsewave also heals for a small flat amount and percent of missing HP.

Q: Rinnea produces and throws an orb to a target location, dealing magic damage in a line and a circle at the target location. This ability can be reactivated up to 2 seconds afterwards (cooldown starts from first cast) to move all other orbs to the target location, each dealing the same magic damage in a line and a circle. All orbs hit the target location at the same time to make one damaging circle which has radius and damage scaling with number of orbs. Orbs land nearby to the impact area. Enemies hit by 3 or more orbs are slowed by 25% for 1.5 seconds. The second cast also uses mana. Short cooldown.

W: Rinnea dashes in a direction after a short delay (0.2 seconds). If the dash ends near to one of her orbs, it can be recast within 3 seconds to dash again at the cost of the orb she landed nearest to. This ability can only be recast once before going on cooldown. Long cooldown.

E: Rinnea either puts a shield on herself, an ally or an orb. If cast on an orb, the orb’s timer does not go down for the duration of the shield, and blocks single target skillshots. After 4 seconds or recast after 1 second, the shield explodes, dealing magic damage in a circle and stunning all enemies hit. Other orbs within the radius of the explosion also explode with the same effect. Subsequent hits deal reduced damage but secondary explosions can trigger other orbs to explode. Long to medium cooldown.

R: Rinnea knocks all enemies within a circle around her to just beyond the edge of the circle, dealing magic damage to each and producing an orb for each champion hit. (Is hard CC so procs passive) Afterwards a zone is created in the circle for 3/4/5 seconds, slowing enemies and increasing any movement speed bonuses on allies and herself in the circle. Medium cooldown.

I haven't included much in the way of specific numbers for several reasons, mostly because I can't be bothered with all the math and have no real way to balance test anyways.
