Question About Skin Reworks

Have you guys thought about reworking skins without the need of reworking the champion itself? Like skins that are priced as Legendary (1820) but are technically not because they don't have new OV, particles, VFX, and animations, such as Annie in Wonderland, Red Baron Corki, The Magnificent Twisted Fate, etc..
