New champion suggestion: Tara, the relic hunter

Tara is a champion based on killing squishy enemies by suprise and getting out of combat as fast as she can, than prepare and repeat or disable enemies as an extreamely agressive rooting support.

Story: She learned history and languages in the university of Piltover, but she also excelled in acrobatics and hand-to-hand combat. On her first site as a freshly graduated archeologist she was approched by a noxian lady who gave her an unrefuseable offer to "borrow" some relics from the site for a huge amount of money and a contact with wealthy collector. Tara easily snatched the burial items and kept an ancient jeweled shuriman whip for herself. From that day, she started to dig on her own to sell the treasures for profit. Now, there are much more valuable artifacts on the fields of justice. All she has to do to fetch it from the cold hands of self proclaimed "legends".

Base points: HP and regen: Medium Damage and attack speed: medium Range: 525 Armor and MR: low Movement speed: 345

**Spells: **

Passive - Hit'n'Run If Tara gains a kill or an assist she cannot be CC-ed for 3 sec and gains 10 stamina.

Q - Strangle - 50 stamina Tara graps the enemys neck with her whip, rooting it and couseing damage over time while it channled (max 4 sec) or until Tara walks out of range, gets stunned/silenced. If the unit dies the cost is refounded.

W - Sprint - 2 stamina/ sec The ability can be switched on and of any time. While it's on Tara gains 55/65/75/90/100% movement speed, however if Tara stand still for 10 sec the ability goes on 20 sec cooldown. Also if she runs into a unit,structure or landmark she gets kocked back gaining DIZZY debuff which takes 15% of her base movement speed and putting Sprint on 20 sec cooldown.

E - Lashing flurry - 60 stamina passive: Tara's autoattacks gain 5/7/9/12/15 % of her AP as extra magic damage.

active: Tara starts to rapidly lash in front of herself dealing high amount of damage. if get enemies hit twice their amor is reducated by 10%.

R - Spinning Kick - 100 stamina Tara spins around kicking enemies away from her for 3/4/5/6/8 seconds. If the enemies clash into each other or walls, structures they get stunned and receive extra damage.
