Champ concept - Okuza, the Prediction Priestess

Okuza's a young woman, soon to be a queen and has the special ability of seeing the future. Her staff levitates a magical crystal ball.

Standard ranged attacker, supposed to be a support champion.

Passive - Great Prediction

Whenever Future Blast (Q) explodes, Forecast Fortune (W) heals a champion or Sphere of Truth (E) explodes, Okuza gains a 30% burst of movespeed that decays over 1 second.

After standing still for 3 seconds, Okuza performs a rite that takes 4 seconds to finish. It is canceled if she takes damage. If the rite finished, Okuza regains 40% missing mana. (90 Seconds CD, is affected by CDR)

Q - Future Blast

CD: 12 / 11 / 10 / 9 / 8 Seconds Cost: 50 / 60 / 70 / 80 / 90 Mana Range: 1000 Radius: 300

Targets an area. After 3 seconds the area explodes, dealing 80 / 120 / 160 / 200 / 240 (+60% AP) magical damage to all enemies in the area. Enemies will see a visual indicator 0.5 seconds before the area explodes.

W - Forecast Fortune

CD: 16 / 15 / 14 / 13 / 12 Seconds Cost: 60 / 65 / 70 / 75 / 80 Mana Range: 600

Targets an allied champion (indicator for both teams). After 5 seconds the target gets healed by 20 / 40 / 60 / 80 / 100 (+30% AP) (+15% missing health). During the delay, Okuza can reactivate the ability to cut the remaining delay time by 2.5 seconds, but this costs the same amount of mana again.

E - Sphere of Truth

CD: 40 Seconds Cost: 100 Mana Range: 400 Vision Radius: 350 Activation Radius: 150 Slowing / Explosion Radius: 350

Places an invisible sphere that grants vision in a radius of 300 that lasts 40 / 45 / 50 / 55 / 60 seconds. Okuza can have only 1 sphere on the map. If an enemy champion steps into the activation radius, the sphere activates, immediatly slowing all nearby enemies by 40% for 0.5 seconds and causes a magical explosion in 0.5 seconds. All enemies caught in this explosion will be stunned for 1.25 seconds.

No idea for an ult right now... :O

for shulks ult, have him see every skill shot line and slow time for all her enemies so he can dodge

edit: shulk can only use the monado; tell him to give the staff back to melia. and stop cross dressing!

You named her the prediction priestess(princess whatever, priestess actually sounds better and more accurate to her abilities), but nothing she does predicts anything. You should try to find a mechanic which is similar to her predicting an attack and put it in there, or just change the idea of her to a different kind of mage/priestess which would use delayed abilities.
