Who could use an Arcade skin?
The arcade skin line is real cool, so who do you think could use it? Arcade Ziggs and/or Arcade Vlad would be pretty cool.

The Arcade line is already finished with Jungle - Hecarim Top - Riven Mid - possibly Brand, was teased in the arcade summoners rift (if you look toplane you see a dead arcade brand) ADC - Miss Fortune Supp - Sona Although it's my favourite skin line so I'd be glad to see more, no need to stop at a full team comp, I'd like an arcade Vi, Lux, or Lulu
Lulu: Pix - Could be like Links Navi R - could have arcade style text that says something like "Level up!" when you use it, or maybe a mushroom or something (from mario 1-ups) Her wand/staff could be a classic pixelated RPG or old-school final fantasy staff
Lux: pretty self explanatory, lots of flashy lights, just make 'em arcade-y looking and you've got yourself a skin, maybe lux could wear similar clothes to Riven and Sona?
VI: Massive. Arcade. Fists. Like the hand from super smash bros, or she could even be wearing the Power Glove, or even something like the massive veigar hand when final boss veigar uses emotes. Her Q could have an arcade style charge-up bar above her head or something, like the overdrive system from final fantasy Her W stacks would be awesome arcade style as well...
Even some more final boss skins would be awesome as well though

Vi. Vi could definitely benefit from an arcade skin.
Karma would be cool. They could do a lot with her spells/particles and her Mantra of Decorum (the thing that floats behind her).
