It looks like the Akali shroud might have something to do with a ranged throw, with the kunai pierced through it. So maybe Akali can throw her shroud?

Well, in traditional Japanese ninja warfare, kunai were typically used as out-of-combat utility knives, traps (blades on the ground, like caltrops), and small things you'd throw in between your attacks to generally act as annoyance and cause small wounds. They were also occasionally laced with poisons. They'll probably utilize this when making her.
I would guess so. They said they want her kit being centered around her shroud more. Maybe the kunai thrown means something. Perhaps she has a kunai skillshot which gets special enhancements if thrown through her shroud?
