Primal Udyr becoming legacy

Why? Wouldn't it make more sense to "legacy-fy" Black Belt Udyr, since it's pretty subpar? Primal Udyr is good and brings a pretty cool concept, I don't see why riot would choose to make it unavailable rather than the lackluster black beltl.
