Less about "more refunds" and more about a real solution

Riot shouldn't have to refund they are a business. They provide entertainment content. however due to the implementation of hextech crafting and how simply long LoL has been out. There should be some form of...trade-in system. Imagine say....you re-roll three skins and get a skin for a champ you absolutely hate....liiiike atlantean fizz ( we all hate fizz admit it). You're like wtf...a 520 Rp skin for re-rolling three? Not only that one that you'll never use. THAT feels bad right?

Goes kind of the same for refunds. Admit it....we all blew them super early when we were complete apes ( or still are like me ) and never really got to use them properly.

So how about a.... used car kind of system. You're able to sell back your skin/champ for say 1/3 of the ip or Rp you paid for it. Riot keeps the majority of the money for their work and you get a little extra spending power for something you actually want. I think this would solve things for both parties.
