An idea, not sure how to go about it!

I've never posted on this site, I'll be frank; I have no idea what I'm doing. XD BUT, I have an idea about making a uhm... game, say for mobile devices and the like starring my LoL waifu, but I have no idea whether or not Riot would say allow such a game to be made. I don't want to be super open about details on a public forum where everyone can see and again, I don't know under what directory to go to, to say get in touch with someone who has answers for me on my project idea! As an aspiring designer/developer of games in the future I didn't want to start off badly by getting into legal issues, but... I find it difficult to get in touch with companies by means of not, going through help and support and then not being able to submit anything because the ticket category doesn't fit the description of my request. ^^;

TL;DR I have an idea for a little league themed mobile game, I was wondering if someone (preferably a Rioter) could answer some questions for me (also preferably on not a public board).
