EDIT: cd 4 -> 5 min
EDIT2: to make it less oppressive it could cost you half of your actual resource(but i think riot wants summoners to be completly free)

There is several champions who would be too overpowered with summoner spell like that. For example:

It should just increase CD reduction for non ult abilities by 20% or less

No.. I don't think it should go as you say as it'd either be useless or OP for most champs.
It should increase CDR, ignoring the cap, by a certain amount. Of course it'd only affect abilities before they're cast and not after, so it would encourage setting up for a thought out combo rather than an emergency button.
Ezreal could loop it Rapid fire mystic shot spam...
It shouldnt reduce ultimate cooldowns
It would probably break syndra though...
Maybe this: refreshes the cool downs of all abilities. This lasts for 5 seconds. After the duration of this spell all abilities used have the amount of time they had left being added to the cool down. Static cool downs are not effected
So in case I worded this poorly here's an example. Lets say I'm a Zed with 50 seconds remaining on my ults cd. I pop my refresh and ult somebody in the next 5 seconds. Zeds ult goes on cd like normal After the refresh ends, Zeds ult cd has 50 seconds (the amount he had left when he used refresh) added on. Lets say during those 5 seconds i don't use my E for some reason dispite it being effected by refresh while on cd. My E goes back on cd the way it was.
