Soaren, the Runes' Guardian
(FYI: His name is pronounced sow-arrrr-ehn) Soaren is a high utility support who relies on being below half health for extra utility on his basic abilities.

Abilities Passive - Dedication: When Soaren is below 45% health, his basic abilities gain bonus effects. Q - Hagall: Soaren curses an area with the rune Hagall to deal 40/65/115/145/180 damage, affecting them with Mercy of the Protecter for 13/12/10/8/7 seconds after knocking enemies away from the center of the area. If an enemy is affected by Mercy of the Protecter while caught in the blast, they will take 60% damage and not be knocked back. Dedication: Mercy of the Protecter reduces incoming heals by 30% to damaged enemies for its duration. CD: 10/9/7/5/4 seconds, Cost: 75/80/90/95/100 W - Yr: Blesses an ally with the rune Yr, healing them by 75/85/100/115/130 over 10/8/7/6/4 seconds. Dedication: Also places the rune Thuris on the ally, preventing enemies from going inside the aura by knocking them back. CD: 9 seconds, Cost: 16% Max Health E - Bjorn: Soaren casts the rune Bjorn on an area, granting sight of a small area anywhere on the map. Dedication: Grants true sight and slows enemies in the area by 50%. CD: 17/16/15/14/12 seconds, Cost: 80 Mana R - Raido: Soaren opens up a runic gate in front of him for 10 seconds after channeling for 5 seconds. Allies who click on the gate can click an area within a large radius of the gate to go there after 1 second. CD: 170/110/80 seconds, Cost: 100/130/150 Mana
Build paths: Soaren is meant to be built as an AP support with little armor and MR, but can be built with health. The reason to not build armor or MR is because he needs to be below 50% health constantly, and these stats make it harder to do that. Health helps to make him tankier against all damage, but still go below 50% health easily. Building Righteous Glory or Talisman of Ascension can help him initiate with his ultimate and let him spam Q and W more often. Building items that give him health and AP, like Rylai's or Liandry's, can help too. Any item that gives pure utility works amazingly on him, making him provide large amounts of utility for his team. Making him the tank of the team is good since he has good CC on all of his offensive spells and letting the rest of his team be pure damage besides maybe a bruiser. A good full build would be Ionian Boots w/ distortion, Eye of the Watchers, Rylai's, Morellonomicon, Liandry's, and Righteous Glory. For summoners I'd take Teleport and Flash for roaming. Masteries I'd take would be 0-18-12 if going support for the most utility as possible and some tankiness. I'd take armor yellows, movement speed quints, AP reds, and AP blues. Finally, I'd max q first for playing aggressively or passive in lane or w for playing against poke champs or aggressive lane enemies. Soaren can be built as an offensive utility poke mage in mid if preferred. If going mid, I would build Sorcerer's Shoes w/ Distortion, Morellonomicon/Athene's, Rylai's, Lichbane, Zhonya's, and a choice of either RoA, Wit's End, or Luden's. Masteries for mid would be 12/18/0 or 18/12/0, going for pure offense and normal mage masteries OR going for Fervor in the Ferocity category since Soaren's main damage output in long fights is his auto-attacks, which is also why Lichbane and Wit's End are good item choices. For mid lane runes, I'd go with normal bad AP-scaling mid masteries, taking armor yellows, MR blues, magic pen. reds, and magic pen. or AP quints.
