Lore-Friendly Sion Passive Change?

So I've been playing for a while now and I feel like his passive is utterly useless. I understand that having a resurrection passive is an outstanding passive to have, like with who follows you and then explodes. With , however, he's only resurrected and can get a burst of an extra 50% movement speed that lasts for 1.5 seconds. You'd be lucky not to get slowed immediately and die a second later. The 100% lifesteal helps, but is useless if you can't even touch a champion, so you just end up punching a minion to death. The only way you could possibly get a kill is if the enemy has no idea what 's passive is. This passive doesn't work with his lore because he staved off death in order to kill Jarvan, but that was when he was alive. He no longer is alive and it's like they are trying to show that because he's undead, he doesn't truly die or something like that.

The change I've been thinking of is very lore-friendly as it states in his lore "His indiscriminate slaughter claimed all who stood in his way, regardless of allegiance, proving he no longer retained his former humanity," He kills things no matter which team they are on. This new passive i've been thinking of would be that he can target his allied minions with his abilities and basic attack. This may seem a bit overpowered because it means he no longer needs to rely on enemy minions for his e, but I was also thinking that all the stats are decreased when they target an ally minion (i.e. using e on an ally minion to hit an enemy champion does less damage, slows them for less, and the slow wears off faster.) This is also a double edged sword as 's q and w would affect the allied minions as well. I'm not sure if it would be safe to reward with gold for killing an allied minion as it may go out of hand, but by being able to target allied minions with , I believe that it would work lore-wise and be a good strategic change to his kit.
