I believe that the lower priority timer should reset after every season/year. This is because I have been playing for a long time and after a while I have accumulated a twenty minute lower priority time. Shouldn't the time reset after a while?!

It reset. I have no wait time now.
Guess just serve your time and wait it out? I could've sworn it told you when it would run out if your punishment is one that's supposed to run out.
