And the point of nerfing it again is? The rune is already throttled. Less and less high elo people were running it post hot fix and saw it as overrated and nothing more than people telling their friends, "hey check out DH right now, super op." In reality a lot of top tier champs.... weren't using it let alone was it their actual best choice of rune.
As Phreak put it, if you are running into 10 DH users a game, you should be thinking wow my teammates are idiots.
If the rune were to see an actual systematic balance for more all in reliant champs, I'd like to see this happen. More power put into the souls if they intend to keep the base damage as low as it is, and a lower threshold to proc it.
Damage a soul: 5 -> 6/7
Harvest threshold: 40% or 35%
This would allow for a more satisfying fantasy of soul harvesting as this puts the total soul count to match electrocute roughly at 28-30 ish instead of nearly 34 as it is now. The entire rune just relies on snowballing or you being very proactive with when your rune is on cooldown, which is just a hard thing to sell when electrocute fills the burst combo rune niche much more consistently.
