Is Hextech suppose to be Green or Blue? Singed's skins need attention too.

I remember long ago reading a Riot post stating it's suppose to be this like cyan-like/blue color. Though it's hard to believe this considering the fact that 3/5 of the Hextech skins have more green to them. And instead of making things more complicated, I think they should instead rework the other 2 hextech skins instead of the 3.

Plus, this would also give incentive to rework Singed's skins. Even though he has 3 975RP skins, only his Riot skin has different effects. His Hextech skin should be the only one spewing green gases, while his Mad Scientist gas should have the cyan-like colored gas (because Mad Scientist Ziggs already has kind of the same colored shade). His surfer skin could have like the older version of his gas, the pink-colored one but more refined. His default skin could have him spewing like an dark-yellowish colored gas
