Rebecca, the Flow of Oxygen

I'm well aware that most champion concepts get shot down immediately because one of two things: the champion concept has already been used which is most common, or it actually is good but doesn't get enough upvotes for many people to actually see it. So, seeking inspiration, I look around the room for common things and when finding nothing, I go outside and take a deep breath and I think about it, and I feel so stopid cuz no won haz ever thot ov it. Oxygen, an idea I believe no champion has used as the inspiration of their moves as of now, 1/10/2015. I hope you will enjoy it; I was as original as I could be under the current circumstances (their aren't really any but it makes me sound political)

Alright, for the Lore: Rebecca is a very mysterious woman that, as fate would have it, no one knows where she comes from, not even herself. When asked, she said the first thing she can remember is waking up in a cloud, with a small cloud always around her which she declared her pet and named him Nimbus; all before that is too foggy. One day, while she was taking her daily stroll through the woods, a cougar-like creature attacker her. She had never seen an aggressive creature before, all she had known was joy, happiness, and sparklez. She had no idea what to do, because she was crying and warm red stuff was coming out of her arms. Instinctively, she did something that she didn't know she could do, she sucked oxygen from the creature until she was afraid she would kill it. It fled into the woods. She was so angry, because she had never done anything wrong, and after she let the creature go, she wished she could see it again, so she could end it, so it couldn't hurt anyone else. Eventually, her abilities became known to local villages, and she was reported to the Institute of War. She told her of her adventures and they made a deal that if she joined the League of Legends, she could fight the cougar creature she found earlier.

Abilites and Passive: Passive-Rebecca has a pet called Nimbus, a very territorial cloud, who has an urge to shock any and if it could, all enemies withing 625 range of Rebecca. Every two seconds it strikes target location (Can be controlled by using alt and right mouse key.) dealing 10% of targets maximum health. It strikes in a 100 by 100 unit range and moves with a speed of 550ms.

Q-Airstrike (95, 150, 225, 275, 325+50% AP) Rebecca uses her staff to launch a projectile skill shot that hits all targets in its path. (1200 range, 125 width) 10, 8.5, 7, 5.5, and 4 seconds cool downs.

W-Nimbus Strike (10%, 12%, 14%, 16%, 18% of all targets hits' maximum health+20% AP) Rebecca increases her passive's range by 300 units (900 units) and can reactive "Nimbus Strike" within two seconds to send nimbus to target location that gains 20% of the damage done as health and steals 20% of their movement speed for two seconds. (700ms) (900 range, 150 by 150 width) My idea with this one was Nimbus swirls around his target, appears as if sucking oxygen, and comes flying back towards Rebecca and gives her the extra oxygen. The slow part is to show that target/targets have to regain their breath and need to recover for a moment. 16, 14, 12, 10, 8 second cool downs.

E-Asthma Attack (60, 125, 180, 260, 300+60% AP) Rebecca uses her staff to drain her enemy of oxygen completely, stunning her target for (1, 1.25, 1.50. 1.75, and 2 seconds.) My idea is that target has to stop completely to recover. (800 range) 15, 13, 11, 9, and 8 second cool downs.

R-Atmospheric Decay (300, 450, 600+100% AP over 3 seconds) Rebecca commands Nimbus to grow to 700 by 700 units (still looks circular however) and fly to target location within 1500 range. All enemies within "Atmospheric Decay" are slowed by 60% for every second they are in there. In addition, if an enemy champion dies in "Atmospheric Decay", its duration will prolong 1.5 more seconds, and Rebecca will gain 20% of the dead champion(s) maximum health.

I am aware that this isn't nearly detailed as many other champion concepts, but I'd still like to suggest a special interaction with Nidalee. Please provide ideas and constructive criticism and if you liked this please upvote this because this is actually a champion that I would reeeally enjoy playing and if Riot decides to make this I would be EXTREMELY grateful for everyone who upvotes or even reads this. So this is a good concept of a very unique Mage, but every one of her abilities is drastically overpowered.

Let's start with her passive. 625 is more range than most ADCs have, and 10% max health every two seconds will kill an enemy in 20 seconds, no matter how much health they have. That's very OP. A much better idea, following the lines of the original passive, would be to have Nimbus deal damage equal to 10% of Rebecca's max AP every 10 seconds to the nearest enemy within, say, 500 range, prioritizing champions. This ability would have a maximum damage cap, to prevent the passive from being more important than her abilities.

Her Q is fine, but those cooldowns are crazy at max rank. 8 seconds at all ranks would be a bit of a better idea.

Her W is just... spell vamp, a slow and true damage? I'm sorry, but that's not okay. Get rid of either the spell vamp or the slow, and stabilize the damage values to make this ability more balanced.

Her E is fine as is, but you might want to reduce the damage it does at higher ranks by a little. If she has 400 AP, she would deal 540 damage to enemies at max rank every eight seconds. That's enough to kill a marksman or another Mage in two or three hits, regardless of other spells.

Her R is atrocious. If we assume she has 400 AP again, she will be doing 1000 damage over 3 seconds at max rank, and permanently gain HP if she kills enemy champions? That's very OP.

I apologize if I came across as harsh, which I don't mean to do. You have a great concept here, and I'm just trying to balance it out a bit.

I really like Rebecca incorporating her passive into her gameplay. A bit like Orianna but still pretty original. Also, passive a bit op.

with that passive W and her base damages. i'd build her full take to survive whatever damade they have wile my passive went to town, then heal a bit every about 5 seconds(40% cdr) with her W and stuning them just as often.

Its really a cool concept but she will need to be nerfed from what this intial idea is to make her at all balanced.

Also dealing maximum damage as health is very op now imagine that every 2 sec your passive deal 10% of maximum health as damage you are the one prone to get first blood because 700 max health and each sec 70 health damage first blood in 10 sec*2 sec interval meaning at 2 min in game Rebecca get the first blood. you got idea but you must manage yourself on damage output.
