A Marksman concept! (skill concepts)

Im not sure what name or title this person could have but this is a concept i find will make a great champ in league. its a marksman sharpshooter similar to jhin but i tried to make him as different as possible. Rioters, if you reading this, feel free to use and modify these skills!

Passive: every 8 shots, gain +50 attack range for one shot and +20% attack speed for 3 seconds.

1st ability: Jumps and targets 1 enemy champion to deal great amounts of damage. passes through minion but can be blocked by champions, additionally it will cancel if they have no vision on target. But will attack if theres vision of invisible champs like alkali in shroud under turret.

2nd ability: It can be used twice, first is a skill shot that deals damage and marks the enemy, second shot will deal half that amount but root for 1/1.5.

3rd ability: the marksman quickly jumps back a short distance and also leaves true vision in the area he back off from.

Ultimate: the marksman shoots a pretty long shot that will deal damage based on the enemies missing hp. ( longer than ezreal q and a little wider than jhin's w. )

Please consider at least 1 of these abilities in future champion releases. P.S. remember that you can modify the skill concepts, in my opinion, these abilities can make room for great potential in gameplay.

Just want to say.

This is too much mobility man. If you look at all the adcs, how many of them have more than 1 mobility? and if they have it, do they have cc? For adc it is one or the other, or else they can just play mid and solo carry the whole game. (Vayne is an exception, but due to how weak she is early game, it is understandable)

Passive is also too weak: the range might be good for poking, but 20% attack speed steroid is like two item 1042. Its value at mid-late game can be easily ignored...
