Sion, The Undead Juggernaut (Rework) ***Feedback Appreciated***
Edits -Base AD reduced to 55, HP per level reduced to 85. -Innate's HP gain slightly cut down to 3/5/7. -Q's duration cut down to 6 seconds, mana cost increased to 55, recoil increased to 20%. In hindsight I should have put more risk into the recoil of Enrage and should have made a higher mana cost since it is pretty strong. -W's AD ratio increased to 35% since it would have been a bit underwhelming especially if players were to detonate a bit too early. -E's lifesteal rescaled to 6/12/16/20/24% and now indicates the 450 radius for allies to be healed. Agreed, the lifesteal was a bit strong. -R's damage decreased down to 15% and tooltip explains in parentheses that the spell is an AoE target spell (think of LB's W or Malphite's R in terms of aiming. It's ground-targeted); the tenacity itself is pretty scary, so this is too make him less overwhelming when he ults.
Sion is currently in a bad spot as the community well knows. Fortunately Riot has decided to give him a much needed touch up. The direction they suggested with him is a slow moving AD fighter, with AP Sion being completely done away with. On the beta forums Riot had a heated post regarding what Sion's new kit may hold. To understand what new Sion may bring to the tables, the live Sion's kit must be analyzed for its weaknesses, toxic gameplay, and any redeeming traits that make Sion unique.
Sion's current skillset is riddled with flaws that keep him out of even casual play. The first being the lack of synergy between his abilities; both AD and AP builds make use of only 2 abilities each. For instance although AP Sion has sheer magic burst from Cryptic Gaze and Death's Caress, Enrage and Cannibalism end up being little more than dead weight on him since they only mesh well with an AD build; no mage ever uses an autoattack buff or lifesteal. On the flip side, AD Sion is almost entirely dependent on his autoattacks thanks to aforementioned skills, but the stun on the gaze deals almost no damage and even at max rank Death's Caress on AD Sion can't really protect him. Not only are the two builds suffering from their own flaws, Sion as a whole can't keep up with a meta of very mobile champions (he lacks any sort of gap closer, range, or movement buffs); this causes both builds to end up kiting in order to make the stun they will never land and unable to escape a nasty fight. In terms of toxicity, Cryptic Gaze and Death's Caress create a combo that can't be countered easily; the shield alone is countered by the fact targets don't stay still, but the heavy stun on the gaze leaves victims at Sion's mercy once he lands it (hence why AP Sion is being removed since its an early game nuke). As flawed as Sion is though, he does have traits worth saving.
What helped Sion even more popular and recognizable than old Karma were some of his mechanics. He currently is the one of the only champions with a shield that can also be used as a weapon and in his case the damage doesn't hit upfront, but rather must be systematically detonated under the right timing. The infinite health stack gives him a rather tanky potential that puts him in line with Riot's vision of an zombie brute. Although lifesteal and autoattack enhancers are not new, Sion was among the original 40 to possess these; the lifesteal matches up well with his undead motif. As far as its known his lifesteal is the only one that can heal allies. Lastly Sion is one of the few champions left without mobility, yet given the chance he can pull off quite the killing spree. With all these facts in mind, a new Sion could be made keeping or re-envisioning his strengths while staying away from his current impurities.
This Sion is designed off of these facts and Riot's intentions. The health stack from Enrage is instead his innate and Enrage becomes a temporary buff so that his sheer damage isn't as overwhelming especially during the lategame, not to mention this gives strategic value towards moments where players may need unleash under correct timing. Death's Caress hasn't changed much, but without Cryptic Gaze to stun enemies it must compensate by having an AD ratio instead of an AP; this encourages players to build AD and keep the damage on the skill fairly high. As a countermeasure, Death's Caress deals damage based off of the missing amount thus its better to detonate the shield when its low rather than high (this mechanic also forces Sion to keep the shield longer in order to make the best use of its damage soak). Cannibalism has been turned into a standard passive skill called "Siphoning of Flesh". Why its been dethroned as his ultimate is to make room for what will give him the edge without mobility. His new ultimate, "Death Marches On", grants him immense tenacity so that disables won't kite him down during his assault and gives enemies a reason not to get in his way as he deals damage while moving towards his targets. In the end Sion retains his AD traits while removing his frustrating duality and kiteability.
Hopefully Riot will come up with some sort of kit that remedies Sion's weaknesses and toxic patterns. This is but one option to produce a better Sion. What Riot wants is a tanky, AD fighter who slowly lurches toward players like death; slow, but inevitable. This kit attempts to replicate the style. However, who knows what will come out of Riot's workshop.

Innate- Hunger: Sion permanently gains 3/6/12 health with each unit he kills. Large minions, large monsters, and champions are worth double this value.
Q- Enrage: Sion enters a frenzy and gains a 25% increase in his attack speed and an extra 25/35/45/55/65 (+45% AD) attack damage for 6 seconds. Each basic attack results in recoil equal to 20% of the autoattack's damage on the target. Cost 50 mana, cooldown 16 seconds.
W- Death's Caress: Sion puts his focus towards his pain tolerance, forming a shield that blocks the next incoming 100/150/200/250/300 (+35% AD) damage. After a 3 second delay, Sion may reactivate this ability again and clumsily swing his axe in a circle around him dealing 50 physical damage plus any missing amount of the shield. Cost 70 mana, cooldown 10 seconds after the shield expires.
**E- Siphoning of Flesh: ** Sion passively has 6/12/16/20/24% lifesteal and heals allies within 450 units of him by 15% of the damage dealt.
** Ultimate/R- Death Marches On:** Sion selects a group of enemy champions (ground-targeted) to single out. Upon selecting his targets, he gains 25/40/55% tenacity and as he moves towards a target, any enemies in his path are knocked aside and dealt damage equal to 15% of his current attack damage. Sion cannot knock back the same enemy for 6 seconds and he cannot knock back the enemies he has targeted. Cost 100 mana, Cooldown 100/90/80 seconds.
