Allest, the Watcher (Champion Concept)

Allest, the Watcher
CONCEPT
Allest is an astral being, similar to Soraka, but not fully materialized. He's literally a walking constellation. He's similar to Nid and Jayce in how he can switch between ranged in melee, but he provides different usefulness in each state, and switching between forms has a longer cooldown. He's definitely an intelligent being, but is bipolar in sharing information. He's shy, and young for an constellation. He has ties to Bard and Soraka.
ABILITIES
Passive - Inspired/Burdened While Inspired, Allest gains 5% bonus experience. At level 18, Allest gains 5% of the bonus experience gained as movement speed in Inspired form. While Burdened, Allest's basic attacks apply Grievous Wounds and give the two most wounded nearby allies 5/10/20 + (0.02 Max HP) health on-hit.
Q - Matter/Rift While in the Inspiring form, Allest will cast Matter. While in the Burdening form, Allest will cast Rift. Both Matter and Rift have a 18/17/16/15/14s cooldown, and both last 5 seconds. If Matter and Rift are cast close enough together, they will explode, stunning enemies for 1.2/1.4/1.6/1.8/2 seconds, dealing 100/140/180/220/260 magic damage, and (0.25 AP) magic damage each second for 3 seconds. If both Matter and Rift are placed, but aren't close enough to explode, the effects switch, (meaning that Matter will turn into Rift and Rift will turn into Matter), and their durations reset.
Matter - Allest places an AOE singularity which, when placed does 50/70/90/110/130 + (0.5 AP) magic damage. Enemies that walk toward it are slowed progressively by a minimum of 12/14/16/18/20% up to 50/60/70/80/90%. If an enemy unit stops within this AOE, they are pushed out of it. Allies that walk toward it gain 4/8/12/16/20 + (0.2 armor and MR) armor and magic resist.
Rift - Allest places an AOE void which, when placed does 5/10/15/20/25 + (0.1 AP) magic damage over time. Enemies that walk away from it lose 7/9/11/13/15% + (0.01 AP)% armor and magic resist. If an enemy unit stops within this AOE, they are pulled toward the center of it. Allies that walk away from it gain 2/4/6/8/10% + (0.01 AP)% armor and magic penetration.
W - Overseer/Saboteur While in Inspiring form, Allest will passively gain Overseer. While in Burdening form, Allest will passively gain Saboteur.
Overseer - All nearby means of vision (wards, minions, champions, traps, etc.) have their efficiency boosted by 12/14/16/18/20%.
Saboteur - All nearby enemy means of vision have their efficiency crippled by 12/14/16/18/20%.
E - Fusion/Fission While in Inspiring form, Allest casts Fusion. While in Burdening Form, Allest casts Fission. Both have a 14/13/12/11/10s cooldown.
Fusion - Allest launches a long-ranged slow-moving skillshot that, when reactivated, puts him at the current location of the skillshot. If the skillshot hits an enemy champion, it will do 75/100/125/150/175 + (0.6 AP) magic damage. Allest is transported to that champion, and they temporarily fuse, stunning both Allest and the enemy champion for 2s.
Fission - Allest launches a short-ranged fast-moving skillshot, that, when anything is hit by it, Allest is transported 500 units directly away from what's hit. If he hits an enemy, he will do 50/100/150/200/250 + (0.2 AP) magic damage over 3 seconds.
R - Inspiring Form/Burdening Form
This allows Allest to switch between forms. While in Inspiring Form, Allest gains Inspired and has 600 range. While in Burdening Form, Allest gains Burdened and has 150 range. Allest gains different abilities depending on which form he's in. This has a 25/20/15/10 second cooldown. (you start with a point in it)
