Thoughts? AD gets an execute but mage gets a double cast?

The problem is that this isn't consistent across mages. Diana fishes with Q and the jumps in: if she misses a Q, this item is worthless.

LeBlanc could triple-proc Q, coming out FAR ahead of Diana.

Akali and Katarina don't use any mana at all.

How does Fizz Q or E cast twice?

In short, the spell damage and spell order variance on AP assassins is so high that this wouldn't be that functional an item.
