Inactive Name Purge.

There are accounts with rare names that haven't played a game in years, can Riot release these names 1 update and have a free for all for whoever gets what names? Seems like a great way to get people to buy RP as well. If for some reason an inactive account becomes active that person will be granted a free name change. Seems fair.

Names are automatically cleaned up. They get 1 month of inactivity per level, 6 months minimum. After that their name is open game.
