Gila, The Walking Insanity

Just a kit inspired by someone else.

Passive: While Gila isn't seen by the enemy team, Gila will appear on the enemy minimap at random locations. This version moves around realistically, so it won't just appear within the enemy base at 2 minutes in, but it will keep away from where Gila actually is.

Q: An AoE cone ability that causes a new CC 'schizophrenia', which functions the same way the old fear did. Deals damage to champions really close to Gila.

W: Gila purges all CC's applied to her, gains immunity to CC and a flat damage reduction effect, and can't use auto attacks for a short duration.

E: Gila passively gains a decaying movement speed buff whenever she hits something or she gets hit (halved movement from DoT effects). Actively, she does additional damage on her next 3 auto attacks, transformed to max HP for the final strike.

R: Waves of insanity cascade around the rift, spreading from Gila in a 360 degree global wave. Enemies struck by the wave are inflicted with 'insanity', causing their minimap to randomly assign the locations of enemy champions every 1/2 second and causing their screen to wave around while colors wash over it. The duration starts at 4 seconds directly next to Gila and rapidly decreases to 1 second as it reaches 600 units away. This ability does not affect the actual locations of any objects, and the mouse will still aim in the same direction from the same position, but the screen won't be cooperative in that.

Passive seems too strong, it's impossible to play around.

Q: I would avoid naming CC after disorders. As for the ability, it's pretty standard

Q W and E are pretty standard, and frankly, kind of bland.

R: This ability is very interesting but may be a bit too weak since it only kind of confuses enemies.

Overall you have a concept with its main theme being insanity. Your concepts are aching for lore, and with lore, you would be able to carry out the theme much better into a solid kit. Right now the only thing in this kit I think is decent is the ultimate.
