(Disclaimer - I don't take credit for this art, it isn't mine. Based on Metroid games)

Summary - Loulm-Forus (Pronounced "loom") is a Voidborn with a unique diet. He has an anatomy similar to a firefly and he eats a mix of light and flesh (depending on whats available).
He is a mage/support that uses blinding flashes of light and pitch darkness to disrupt enemy damage and sow confusion in team fights.

Passive - Luminous Bio-Material

Enemies damaged by Loulm-Forus' basic abilities (His Q, W, and E) are blinded for 1.5 seconds and revealed for 10 seconds. This ability works on all types of enemies and once triggered on an enemy they cannot be effected by this ability again for 10 seconds.

Q - Glimmer Spores

Range - 650 Mana Cost - 60/70/80/90/100 Cooldown - 10 seconds

Loulm-Forus releases a cloud of particles on a target, specifically concocted to either harm or help the target.

Target Enemy Champion - Target takes 80/140/200/260/320(+70% AP) magic damage over 4 seconds, ticking every 0.5 seconds. The targets defenses are weakened by the spores, reducing their armor and magic resist by 15/20/25/30/35 for the duration.

Target Ally Champion - Target is healed for 80/140/200/260/320(+40% AP) health over 4 seconds, ticking every 0.5 seconds. The spores increase the targets armor and magic resist by 20/25/30/35/40 for the duration.

W - Radiant Flash

Range - 600 Mana Cost - 40/50/60/70/80 Recharge cooldown (3 Charges) - 16/14/12/10/8 seconds

Loulm-Forus dashes to a target location, dealing 60/105/150/195/240(+60% AP) magic damage to all enemies in a small area. Allies in the area are shielded from 40/55/70/85/100(+30% AP) damage for 3 seconds (including minions).

E - Corrosive Venom

Loulm-Forus basic attacks and damage from Radiant Flash apply Corrosive Venom, dealing 50/85/120/155/190(+30% AP) damage over 3 seconds, ticking every 0.5 seconds (can stack infinitely).

R - Light Eater

Range - 500 Effected Radius - 450 Mana Cost - 100 + 1 Charge Recharge Cooldown (2 Charges) - 60/45/30 seconds

Passive - The blind effect duration of Luminous Bio-Material is increased by 0.25/0.5/0.75 seconds

Active - Loulm-Forus devours all light in a target area, creating a pitch black void for 8 seconds, reducing the vision of enemies inside to melee range, slowing them by 20/25/30%, and dealing 400/500/600(+50% AP) magic damage over the duration, ticking every 0.5 seconds. Light Eater has a 10 second recast cooldown before its second charge can be spent (this cooldown is not affected by CDR).

Lore

Contrary to popular belief, the Void isn't devoid of all light. What little there is, however, is no sign of safety or hope but a beacon that attracts the ravenous and the tell tale proof that Loulm-Forus has found its next victim.

Loulm-Forus is a new breed of Voidborn that utilizes something that most of his kind loath, light. Using this unorthodox adaptation Loulm-Forus has befuddled many victims of all kinds and exposed many would be enemies to fatal threats. After what little and feeble light there was had been extinguished in the Void, Loulm-Forus found his way to Runeterra. There is no safe haven from the horrors of the Void, now that The Light Eater has come.

Changelog

  • Included "+ 1 Charge" as part of the mana cost of Light Eater and reworded the description of the skills 10 second recast cooldown.

  • Improved and standardized the text describing Loulm-Forus' damage over time mechanics.

I was going to complain about his passive until I saw the 10-second cooldown on it. Now I see it could be useful as an engage aid, though personally I think the reveal bit makes the most sense just on his Q.

E feels kinda tacked on for some reason.

R sounds like an AOE damaging version of Nocturne's ult. Not a bad idea, though i do question why you specify 'it cannot be recast before 10 seconds' like it were a separate condition from the ability's normal cooldown.
