[Champion Concept] Smith, the Piltover Cardinal (Idea for a James Bond-inspired champion)
League has every kind of champion I can think of, except for a James Bond-style gunslinger assassin. Here's my idea of what such a champ would be like.

Lore: Decades ago, Smith was the most effective assassin in the Piltover secret service, and he would neutralise threats to the city-state's national security before the public even knew they existed. From the outside, it looked as if Piltover was resolving its conflicts through peaceful diplomacy, and it garnered a reputation as the "City of Progress". In order to preserve this image, Smith's brother (a high-ranking statesman and also Caitlyn's father) abolished the secret service and Smith was imprisoned in the ensuing cover-up. Years later, Jinx set him free during a prison raid.

Voice: Smith has a thick Cockney accent and says "loadsamoney" whenever he buys an Avarice Blade.
In game, Smith is a melee assassin/marksman. He excels in extended skirmishes and can be played in multiple roles (mid, jungle, top or ADC).

Passive - Stiff Upper Lip: Smith gains bonus movespeed if he has been in combat with champions or large monsters for more than a few seconds.
Q - Six-shooter: Smith reloads his revolver, granting bonus range and attack speed to his next 6 basic attacks. The bonus lasts until consumed. This ability has a 1 second channel time and no cooldown.
W - Pistol-whip: (Passive) Smith's melee attacks reduce enemies' armor and lower the channel time on Six-shooter. This effect stacks up to 5 times.
(Active) Toggles between ranged and melee, either suspending or returning Six-shooter's active.
E - Leash/Heel: Smith fires his grappling hook in a line, tethering himself to the first enemy hit for up to 4 seconds. During this time the target takes magic damage every half-second and Smith can cast Heel once.
Heel: Smith jumps to the tethered enemy, dealing magic damage and interrupting channels.
R - Hextech Signal Disruptor: Smith fires an EMP at a target enemy champion, dealing magic damage and slowing them for 4 seconds. If this ability kills its target or they die during the slow, the entire enemy team is slowed for 2 seconds.
Smith is best built with AD items
but has AP ratios on his E and R (he falls off slightly late game compared to other ADCs, to make up for the global pressure from his ult).
