ANOTHER new champion idea
Passive: this champion turns water into ice creating a ice dragon that comes out of his sword doing 3% true damage of an enemy's maximum health cooldown 40 seconds
Q: this champion creates a wall of ice that surrounds this champion this wall gets destroyed by 3/5/7/9/11 autoattacks 25/23/21/19/17 second cooldown radius 500
W: this champion leaves 1/2/3/4/5 snowflakes on the ground if an enemy champion steps on it they will be stunned for 1 second
and take 70/81/92/103/114 magic damage (55% ap) 19/18/17/16/15 second cooldown range 800 radius 700
E: this champion sends freezing air in one direction slowing all enemy champions and doing 1.1/1.2/1.3/1.4/1.5% of their maximum health true damage each second the air lasts for 5/8/11/14/17 second 70/60/50/40/30 second cooldown radius 900
R: Ranks 1 and 2 give you more powerful ice abilities and when you activate the rank 1 and rank 2 ults you gain ice made out of wings allowing you to fly lasts 50/90 seconds
RQ: turns the water into 3/4/5/6/7 ice missiles each doing 50/70/90/110/130 magic damage (100% ap) 12/11/10/9/8 second cooldwon speed 1100 range 800
RW: creates 3/5/7/9/11 ice pillars enemies that touch the ice pillar take 10% of maximum health as true damage then the ice pillars come together crushing all enemies caught doing 25% of maximum health as true damage 30/25/20/15/10 second cooldown range 2000 radius 1500
RE: this champion makes it snow 80/82/84/88/90 snowflakes if a enemy champion gets hit 5 times by the snowflakes they will be stunned for 2/2.5/3/3.5/4 seconds this ability is global
Rank 3 is the strongest one overpowering Rank 1 and 2 Rank 3 lasts forever
RQ: any enemy champion that touches this champion automatically gets stunned for 2/2.1/2.2/2.3/2.4 seconds flash freezing them
having their functions and abilities negated 20/18/sixteen/14/12 second cooldown
RW: anything this champion's sword hits flash freezes stuns for same duration as Q same cooldown also Q
RE: this champion can flash freeze projectiles in mid air stopping them and breaking them 50/45/40/35/30 second cooldown
