Nashors Tooth Cost/Strength
It's not that strong compared to Wits end and you need immense Ability power to make it better.
Can you remove the 20% CDR and just take a huge chunk of it's cost? Maybe increase its base damage or scaling?

Why are you comparing those two? Wits End is clearly a defensive item, hence all the magic resist and magic resist steal on it. "Immense Ability power to make it better"? Nashor's on hit damage is 27 when you buy it because the 80 it has on it increases that damage. You then need a WHOPPING 87 ability power to reach wit's end damage, like holy shit that's soooo immense. Given that most ap champs have 15 ap in runes that's 72 ap from items to get that. One full item and you are doing more damage than wits end most of the time.
