[Champion Concept] Heion, the Guardian of the Dark Scrolls
Please take time to read and not downvote immediately, this is a very unique champion with a very unique Kit. You wouldn't want to waste an opportunity to have this marvelous design.
NOTE: Right after the Yorick Update hype (maybe after a year or half a year post-Yorick Hype) and the Ivern release, this champion [Heion] could level the fields of justice. Riot has been trying to look for new mechanics on champions and this champion's kit is simple but complex especially with the new Resource Regen design [ember collection].
LORE
In the darkest areas of Runeterra, in the skies and above it, a dark, evil mist appeared from the smokes of rampaging volcanoes. The blue shades of the clouds turned gray and ashes poured heavily upon the surrounding lands. A face emerged from the dark clouds as lightning struck a supposed abandoned castle while the terrifying roar of thunder scared the beasts of the land. Distant merchants heard the threatening sound and began to eye on the remains where the lightning struck. They stood still. Fear has entered their hearts and minds. Soon, the ashes rose from the ground and a resemblance of a beast began to form. A monster from the depths of the earth has been raised. In the skies, ancient runic letters were written. A dark spell was cast upon the skies making the days dark and the nights darker. The merchants looked the other way and fled in terror. Following the events, a giant surfaced from the abandoned castle and shouted, "MORTALS! Where, in this unfaithful land, are the dark scrolls of death? Bring me the scrolls before I unleash suffering unto this world." The giant, together with the monstrous creature, faded into the darkness of the night. When morning came, in a village outside the walls of Demacia, a tall, muscular man exited a tent and talked to a slave boy. "Can you help me, young man? I'm looking for a thief," the stranger asked.The master of the slave boy saw the man and said, "Hey! Stay away from my slave. He's mine. And, unless you are willing to pay me for him you are to stay away from him!" "Do you not know who I am?" The stranger asked again. "You are nothing to me! With those garments you wear, you're probably someone else's slave too," the master said as he smirked. The stranger saw the ember on the dead campfire and he summoned the beast and it burned the tent of the master and every tent beside it. The beast soon returned to the earth. "Wh-who... who are you?" The angered master asked as he started to slowly step away from the man. "Your ancestors know me and feared me yet you fools do not. I have seen the birth of Runeterra, the rise and fall of Shurima, the wars fought by Demacia, Noxus, and Ionia, the betrayals in the Freljord, and thousands of other events. I! I am Heion, the Guardian from the Antarus." "Impossible! You're just like the others. You're just another sorcerer," the skeptical master said. "I may look like a sorcerer or a soldier, but... h'gh!" Heion pulls an obsidian dagger and throws it at the master. The master caught the obsidian dagger and said, "you can't kill me with this, fool!" "You can anticipate the speed of a dagger and catch it," Heion said. He disappears in a second and reappears in front of the master while dark misty clouds followed him and blinded the master and everyone and everything was under the dark mist. When the darkness disappeared, the master laid on the ground with a slit throat while his men fled from the encounter. Heion continued his statement, "but you cannot anticipate the speed of death."

SKILLS AND ABILITIES
Passive - Death's Reward
Every time a unit dies near Heion, it burns and leaves piles of ember that are counted as stacks, up to a maximum of 45. Heion gains the following number of piles of ember when near deaths of: - Allied Minions: 1 pile of ember - Enemy Minions: 3 piles of ember - Neutral Monsters and Cannon Minions: 5 piles of ember - Large Monsters: 7 piles of ember - Epic Monsters and Allied Champions: 10 piles of ember - Enemy Champions: 20 piles of ember
In addition, 5 ember is given to Heion every 20 seconds. Eenn is the spirit tasked to collect the ember within Heion's range. Fenn is the spirit tasked to summon Great Offensive and Stings of the Horizon.
Level 6: Maximum Ember Capacity increased to 60. Heion gains 10 ember per 15 seconds. Level 11: Maximum Ember Capacity increased to 75. Level 16: Maximum Ember Capacity increased to 90. Heion gains 15 ember per 10 seconds.
Q - Great Offensive
PASSIVE: Heion stores a charge of Great Offensive, up to a maximum of 2. The Great Offensive is unable to be cast without a charge.
ACTIVE: Heion summons a long hardened lava from the ground that spears towards enemies to deal 40 (+50% Bonus Attack Damage) (+40% >Bonus Ability Power) mixed damage. Hitting the same target twice within 3 seconds impales it for 1 second and knocking back the first enemy it >hits while it damages. Impale cannot occur on the same target for 8 seconds.

W - The Antarusic Divine Dedication
PASSIVE: Heion's determination to find the Dark Scrolls has been appreciated in the Antarus. In order to continue with his quest, the Antarus has granted Heion the ability to permanently gain 15% Attack Speed.
ACTIVE: Heion gains 20% Movement Speed for 2 seconds.

E - Stings of the Horizon
PASSIVE: Every attack on an enemy creates up to 3 charges, the following basic attack sends a red bolt of lightning from the sky to one target dealing 15 >(+40% Total Attack Damage) (+25% Bonus Ability Power) magic damage while the ground pierces through the armor of the enemy and reduces its armor by 5 (+10% of enemy's Bonus Armor) for 2 seconds. Activating Heion's abilities stacks Stings of the Horizon.
ACTIVE: Select an area where the Eternal Hound would leap on. After a 0.5 second delay, a hound-like formation of ashes jumps from the urn that Eenn carries and onto the target dealing 80 (+80% Total Attack Damage) (+100% Total Ability Power) physical damage. After doing so, the Eternal Hound breaks its form and scatters like the very nature of ashes and slows nearby enemy units by 20% for 1 second before the hound disappears.

R - Death's Catalyst
Heion throws a refined obsidian dagger. When Death's Catalyst is reactivated, Heioin disappears and reappears where the dagger was thrown. If the dagger hits an enemy, it deals 100 (+100% Bonus Attack Damage) (+90% Bonus Ability Power) physical damage and when Death's Catalyst is reactivated, Heion disappears into thin air and reappears in front of the enemy pierced by the dagger while a dark mist slowly grows above Heion for 4 seconds disabling all wards within the area and reducing all nearby units' vision range by 80%, Heion is not affected by the blindness. An additional 2 seconds of reduce vision is given to enemies who walk away from the dark mist's growing range before its duration even ends. Under the dark mist: -Great Offensive automatically gets fully charged -E (Passive) - Sting of the Horizon's damage output is doubled -Upon killing an enemy champion with Eternal Hound, E (Active) - Sting of the Horizon 's cooldown is reset

EDIT I: Changed Base Ember Capacity to 45 and ADDED +15 Ash Capacity via Ult Levels. EDIT II: Changed Q's Recharge Time from 6/6/5/5/4 to 5 at all levels. EDIT III: Changed the Passive - Death's Reward from utilizing Ashes (another concern is that it sounds something very similar to Ashe, the champion, which has no relation to Heion whatsoever) to utilizing Ember, which fits great with the Lightning and Lava from the LORE.
