Ap Black cleaver?
Only reason i see we dont already have this is because 
and a whole bunch of others would abuse it. but if its good on everyone then why not, right?

is sorta the best we got, and honestly, with how combo oriented most AP champs are, I think its the best we deserve.
Do you guys not know about Wit's End?
Steal 5 MR on hit, stacks five times, and deals 40 magic damage bonus on hit. Also Attack Speed :D

The problem with such an item conceptually is that MR doesn't naturally scale. There's some defense in natural armor scaling against Black Cleaver even if you don't buy any armor: no such luxury exists for AP items.
It's also tougher to calculate the value you'd need. Do you make it a small amount on every spell, and thus useful only to Karthus / Cass / Ryze / other spam mages? If you make it something more mages want it becomes useless, since most mages will have used their spells. You COULD charge it on auto-attacks instead of spells, but that's contrary to most mage play patterns.
I'm just not sure there is a healthy medium here that makes the item useful on a decent range of mages.
