Lore: Naleiah first moved to Zaun when the city was just growing in size. There were muggers and crooks running rampant throughout the city. She was an engineer, making weapons and armor for the new found police. But one day, when walking home from her office a dark figure stood looming in the shadows Naleiah started to hear a motorized humming. The man approached her and started to chuckle. “you’re the lady who is helping the cops, ain’t ya?”. Immediately Naleiah started to run away from him. She glanced back and saw a red glowing object near the man. She stopped for a second and the red beam jetted at her. She tried to run but the beam caught up to her and went straight through her. As she lay dying in the street, the man rolled her over and grabbed her wallet. “ Hope it was worth it.” He said, and then she blacked out. But then all of a sudden she woke up. But something was different. She felt weaker. Less real. She ran around the streets screaming asking everyone for help, but no one would answer her. She tried to grab a hold of someone she went through them. She was a spirit. But she realized that as they walked through her, she felt stronger. So she kept walking into people, and it helped her. She felt strong enough to be real again. She felt strong enough to go after her killer. As she got stronger she felt more and more drawn to larger sources of power. But one always drew her in the most. A man with a glowing beam. Her killer.and after weeks and weeks of roaming the city, she decided to confront him. She ran as fast as she could. And she was there in an instant. But as she arrived the man was standing over another girl. Naleiah was so determined to stop this monstrosity she jumped into the girl to block the man. But this time something was different. She wasn’t just in the way this time, she was the girl. She felt more free than ever. But then the beam rose into the air and the man pointed at her. Naleiah grabbed his hand and twisted it and the beam followed the direction; straight into his stomach. “ how did you do that..?” He gasped, “ how were you that fast..?”. “ I don’t know” she gasped, “but it was worth it”. She ripped the device off of his hand and placed it on her own “ I think i’ll be keeping this, if you don’t mind.” As Naleiah looked at the man that she had just killed, the device on her hand -of her own design- and her new body. She felt the energy surge through her body. She felt more than alive, she felt energized. So she ran, she ran faster than the cars speeding through the city, faster than anything she had ever seen. So she ran for hours. For as long as she could. She ran until she collapsed. She woke up in an old seemingly abandoned apartment. It was her old apartment. She saw the drawings of bombs, armor, strange weapons. Things she thought she would never see again. She searched the entire apartment looking for an answer to how she got there, but she found nothing. So she dismissed it and started to get to work. She took an old design for an oxygen tank and made some adjustments. She also took some designs for boots that would increase her unknow speed, and a small explosive. She worked for days to build these devices and make herself better. After she had finished all of the equipment and armor, she decided to test it out. As she stood up from her desk she felt a surge of power.It felt like an earthquake, her body shook.So she ran to the source.There was a beam of light surging from each person. But no one seemed to notice. So she ran through them light, and with each person she could feel her weapons and devices grow stronger. So she tested the devices again, and the power was immense. She decided that she would help solve crime in her great city of Zaun. But after time she decided that her power wasn’t being used to it’s full potential. So she had decided that Zaun wasn’t enough she decided that the city didn’t deserve her help, so she decided that the League of Legends would be a suitable place to really push the limits of her new found powers.
Abilities:
Basic Attack: Pierce target with energy beam named Flicker.(similar to Oriana's Command:Attack , but single target and as a basic attack. The only way it is similar is that it is not always originating from Naleiah and it moves to a unit rather than just hit it. It cannot miss like Command: Attack since it is a basic attack.) If your repeatedly attack a target the animation will change from movement to an explosion of light. It won't change any damage but it will just make it so Flicker doesn't go out of range and makes it more simple for animations. Also it'll look cooler.
Passive: Flow- Every 7th ability used successfully steals energy, slowing the unit last hit with ability 35% for 2 second and giving you 25% increased movement speed for 3 second. The same target cannot be hit for 10 seconds.
Naleiah can pass through units. When this occurs she gains 10 energy. Her spells cost energy Instead of mana. Mana and mana regeneration items do not increase her energy regeneration or energy pool, but instead increase her attack speed.
Q: Energy Transfer - 25 energy - 12 second cool down Naleiah throws an energy capsule that grants minimal vision, and explodes when Drag/ Pulse Whip or Release is used on it or .9 seconds after an enemy unit steps on it. It deals 35/49/63/77/105 damage and Naleiah gains 25% movement speed for each champion and 15% for minions damaged to a cap of 3 minions. The capsule lasts for 91 seconds before it detonates on it’s own dealing 49% damage in small AoE. The capsule can be destroyed with 2 basic attacks. You can hold up to 7 at once Capsules. 14 can be placed on the map at one time.
W: Release - 20 energy - 3 second cool down Passive: every 50 creep kills increases attack speed by 25% with a cap of 75% Active: every 5th basic attack Naleiah can use Release. Once Release is activated, Flicker explodes with energy dealing 55/ 70/ 85/ 105/120 damage in a AoE .Release can stack up to twice, dealing double the damage but the 2nd stack is finished after 10 more basic attacks rather than 5.
E: Drag/ Pulse Whip- 40 energy - 9 second cool down Naleiah pulls herself through Flicker and gains a 40% attack speed bonus for her next 3 attacks. If when she pulls herself through an enemy champion she marks them. If the ability is reactivated within 3 seconds she whips Flicker into the ground in front of her, dealing high damage in an AoE and slows marked enemy champions by 40%.
R: Possession - 100 energy - 85 second cool down Naleiah drops her body where she stands and possesses another allied unit for 7 seconds, empowering them and being able to cast your abilities for free from their body. Your body Goes into a state where it takes 75% reduced damage and slows enemies near it. If the unit you possess dies, you get shot back to your body. Only if your abilities kill the opponent do you get the credit for the kill but any kills the unit gets automatically gives you credit for an assist. You cannot use basic attacks when in this state and each assist or kill you contribute to refunds you 10 Energy.
Discussion: She would be played like a combination of Orianna and Ekko. You would have to keep track of Flicker (basic attack) to optimist the your damage output and combos. An optimal fight for Naleiah is when a minion wave is around in the fight because then she can keep using her spells. If no minions are around Naleiah will want to stay in the middle of her team to keep her energy full but also for protection since you are still quite squishy. You always want to have a stack of energy transfer open for use since it is a very useful escape tool, especially in a team fight. Your main priority in a team fight is to stay back and move you basic attack around to hit squishier targets and get into a position where you can ult your tank and spam all of your abilities while your team tries to keep you alive. One of your most useful combos is to lay down a q, e to initiate it and then w. this way you gain movement speed, damage then, slow the enemy. Your biggest threat is a silence or stun. Slow aren't as lethal as usual because of your high mobility.
Some champs that would counter you are: Cho'Gath, Ryze, Maokai, Lux, Lissandra, Malzahar, Ahri, Annie, Vayne, Veigar, Pantheon, Xerath
Champs you would do well against: (Most Squishy non-mobile champs) Ashe, Jhin, Caitlynn, Draven, Sivir, Miss Fortune, Annie
I would build any items with ability power, mana and mana regeneration. This will increase her damage and attack speed. most of her power revolves around her being able to use her basic attacks quickly and moving around to get her energy back.

Please leave a comment with any opinions or tips on the champ. This is my first champion and I am not sure if she is broken so please tell me anything that will help with making her less broken. Edits: Changed E and Ultimate. Changed almost all stats and ability damages, cool downs, costs. Changed Energy amounts, total pool, and was more specific with basic attack. Change of name from Neliah to Naleiah.
Completely ignoring the passive bonus from mana for items that are better suited for her play style. Final note is that her ulti doesn't look like it makes much sense for her kit. For an assassin/ marksmen it feels like she needs a solid engage ulti so she can use her q e combo to get out after her damage.
