Hileon - The Celestial Overseer
Hi! Just to preface this is only my second champion concept and I put quite a bit of work into this so any feedback would be greatly appreciated! In this post, I have basic information about the champion, all the parts that would be contained in the More Information tab in the shop on the client, all stats (which would be on his wiki page) and in-game tips. I really hope you enjoy and once again, any feedback is greatly appreciated!

Lore Synopsis (Sorry it’s terrible)
Overseer Background: The Overseers began when Runeterra was first created by Aurelion Sol. When Runeterra was first growing from a desolate ball into a planet, another being grew alongside it called the Overseer. The Overseer was a being the watched over all of the planets created by Aurelion Sol and the Void. Throughout time on Runeterra the Overseer would have candidates to become the Overseer from before birth but only 1 can become the overseer. Generally only one completes their mission in time, but in the rare case, multiples do the Overseer picks who becomes the physical Overseer of each planet. Whoever the Overseer chose to posses would be granted powers and have their own enhanced making each one alike but also unique. The different eras and periods of one faction’s domination can be accounted for by the Overseers.Not only do the overseers make sure that Runeterra is balanced in their eyes, but also they must adhere to the overseer’s wishes. These chosen ones are never human, but they have much more freedom than the other aspects because their lives are mapped out in order to make sure they know how to “rule” Runeterra. In times of great struggle, the embodiment can call upon the power of the one true Overseer but this power is scarce. Each overseer has a specific tool or weapon they use to channel their powers. The first overseer had Poppy’s hammer, and Poppy is able to carry it because she was a potential overseer but her life didn’t go as planned.
Hileon’s Life: His dad was an angel and his mom was human. When the angels found out that they were in love and she was pregnant they killed his father but his mother narrowly escaped to Runeterra. When she arrived in Runeterra she appeared upon Mount Targon and had Ileus in a village man’s hut, but she died during the childbirth. The man whose house Ileus was born in raised him, and his first act raising the abomination was to cut off his wings and cauterize them, scarring his back. The man raised him - under incredibly harsh conditions due to his abusive behavior and loathing of the boy -until Ileus was ten, and then abandoned him in order to pursue the legendary power at the peak of mount targon, but dies quite early into the trip. Then Ileus is left to labor over the land his “father” owned, raising sheep with their dog. He works but never gets any of the credit because if the tribes new a child was alone in the home they would take it all away from him. Most nights Ileus didn’t eat and when he had food to spare after the sheep were fed, he would give it to his dog. Any food he ate himself he had to hunt for using a small javelin he fashioned from old hunting knives and fallen branches lying on the ground after the increasingly common storms.
One day when he goes the market in the Rakkor tribe he bumps into Atreus (Pantheon). He immediately apologizes but Atreus gets really pissed and tries to fight Ileus. They’re fighting and then an officer comes over, yells at them and tells Ileus if he wants to fight he’ll have to join the warriors in training. He joins to get money for food and to learn how to protect his sheep from thieves/animals. When training they let him chose his weapon/ test them. There’s a spear, sword, bow, war-ax, daggers, javelin, scythe, and a mace. He tries them all and nothing feels right until he uses the javelin. Just like when he was hunting, except now instead of hitting small game, he’s trying to hit men bigger than him. Every time that Ileus threw that javelin it was followed by a thunk and a thud. He was precise, powerful, and most importantly he wasn’t alone. For once in his life, he felt like a part of something. After months of training and mastering the javelin, he was finally ready for his first post. He and a small group of men were placed on the outskirts of the tribe to look over the surrounding tribes and protect them from any invaders. As they were walking they saw large bellows of smoke emitting from a nearby village and hurried over. A band of Vikings began ransacking the village, killing the people and stealing their belongings. The group of warriors attempted to fight back, but they were outnumbered and out skilled. Hileon dragged himself into a nearby home and hid saving his life, and leaving him all alone. He blamed their deaths and the destruction of the village on himself, he was not good enough. So he decided he would venture up to the peak of Mount Targon because either he would gain the unspeakable power to protect his home, or he would die and cause no more trouble to his people. As he hiked up the mountain fatigue and the cold began to overwhelm him. But each time he closed his eyes, he saw a blaring light. The light seemed to talk to him, drawing him up the hill. He would close his eyes and open them ten feet ahead of where he closed them. Him body seemed to carry him to his goal without his knowledge. The final time he closed his eyes then light became so intense he was shaken from his sleep. He opened his eyes and he was greeted by a sea of angels. At the front of them, all was pure light, and it spoke to Ileus without sound. He told him that he was not a man, but a Nephelium. While his mother was a human, his father was an angel and he is more powerful than either one. The lights told him that Hileon was finally ready to hear the truth about his life and that all his questions would be answered if he followed the light. So Ileus did. He stepped into the light and his body was overcome by it. He grew to a massive size, armor of the purest metal was placed on him and his old warn javelin was replaced by a glorious new one. And newest of all the scars on his back ripped open and wings flourished lifting him into the air, branded with the mark of the light, the constellation of Hileon. And although Ileus was still present, Hileon was in control of the body once controlled by the mind of Ileus. And it was Hileon who knew who the light was, the overseer. And it was he who knew his goal his objective, and it was Ileus’s memories and emotions that told Hileon how to rule. It was the dawn of a new era and a new empire.

Passive- Celestial Protection When Hileon is airborne, he gains a shield which activates when he enters the air and lasts for .75 seconds after he lands. The shield protects you from damage equal to 14% (+2% per level) of your missing health. Each time the passive is activated within 15 seconds (-.39 seconds per level - 7.98 seconds at level 18) its effectiveness is decreased by 10% of the original value, stacking up to 5 times.
Details Celestial Protection is a Self Targeted buff Additional Information: -Celestial Protection's cooldown starts as soon as the shield disappears rather than when it is activated -The shield can be activated by an ally, enemy, or self-targeted abilities that cause you to become airborne. This includes Soaring Bolt and all other airborne abilities. -The .75 seconds of the shield following when Hileon lands begins when Hileon is able to move again, meaning if he is hit with multiple instances of airborne crowd control before he is able to move again, he will reactivate the passive without gaining the .75 seconds of shield after for the first activation. -The duration of the reducing effectiveness stacks cannot be decreased by cooldown reduction
Q- Amplifying Bounds - Cooldown: 13/12/11/10/9 - Mana Cost: 65/75/85/95/105 Hileon’s auto attacks gain 5/10/20/30/40% of Hileon’s base range (+30% of his current movement speed when the ability is activated) and deal 5/15/25/35/50 bonus damage (+25% AD) for 4/5/6/7/8 seconds. If an ability is cast targeting you or a skill shot is near you when the ability is activated, the additional damage on your auto attacks is doubled for the duration.
Details Amplifying Bounds is an auto attack modifier Additional Information:
- The ability or skill shot is Near when it is within Hileon’s base auto attack range
- Your own abilities and allied abilities do not count towards the damage buff
- Champions whose abilities make them projectiles (Like Sion’s Unstoppable Onslaught or Rammus’s Powerball) do not count towards the damage buff
- AoE abilities like Annie’s Incinerate do not count towards the damage buff
- The range increase is capped at 850
W- Soaring Bolt - Cooldown: 10/8/6/5/4 - Mana Cost: 70 Hileon leaps in a direction, becoming airborne for 1.5/2.25/3/3.75/4.5 seconds and enhancing his auto attacks, causing them to deal 30/60/90/120/150 (+20% AD) physical damage over 3 seconds. Passive: Feather Step Gain 10/12/14/17/20 flat additional movement speed when in the air. Gain an additional 1.5 movement per level of Survey the Land and Amplifying Bounds. (maximum of 15 additional movement speed when airborne) Dash Distance: 200
Details Soaring Bolt is a movement spell and self targeted buff with an on hit aspect Additional Information:
- Hileon can still move and use abilities during Soaring Bolt
- Activating Soaring Bolt while it is already active will refresh the bonus stats
- The on hit damage will apply other on hit effects only with the original auto attack, not on any of the additional damage
- The on hit damage is only applied after the attack hits and not before or during
- The dash from granted from activation is a set distance
E- Survey The Land - Cooldown: 24/21/18/15/12 - Mana Cost: 40 Hileon flaps his wings pushing him backward and granting him vision in a cone in front of him, marking enemy champions and large monsters. The longer that Survey the Land is on cooldown the larger the range becomes, and if it is on cooldown for a long enough period of time the ability gains 500 range and grants Hileon true sight.
**Passive: Airborne Regeneration ** When Soaring Bolt is active, attacking marked targets extends the duration of Soaring Bolt and regenerates the shield granted from Celestial Protection over a couple of seconds. Marked champions also have their armor reduced by 13/16/19/22/25%. After 2 marked enemies are hit the marks will disappear.

- Survey the Land grants standard sight, which does not reveal stealthed units, until the ability is not used for 70/60/50/40/30 seconds then it grants true sight, revealing stealthed units
- Does not apply spell effects
- You must attack 2 different targets to extend the duration of Areial Leap 2 times
- If Soaring Bolt is active when Survey The Land is cast, the dash backward is doubled
R- The Overseer's Embrace - Cooldown: 120/110/100 - Mana Cost: 100 Hileon jumps into the air (activating his passive) grounding all enemies in a small area below him and dealing 175/300/425 (+10% AP) magic damage. You can reactivate the ability to show the bonds between enemies, making Hileon’s damage apply to all bound enemies.

Details The Overseer's Embrace is an Area of Effect ability that becomes an auto attack modifier upon reactivation. Additional Information:
- You cannot cast spells during The Overseer (The first part of the ability) but you make cast them before and during The Overseer's Embrance (After the first phase and during the second)
- The ability must be reactivated within 2.5 seconds or it goes on cooldown
- Not activating the spell reduces the cooldown by 25%
- While in the air during The Overseer’s Embrace Hileon is still targetable but immune to all crowd control except silences and fears
- If 2 enemies become unbonded during the animation of an auto attack only the hit champion will take the damage and not the other
- The damage from The Overseer’s Embrace is dealt once Hileon is in the air (After the cast time)

Recall: Hileon calls up a rock from the ground and puts one foot on it, stabs Decree into the ground, and looks out over the map Joke: Hileon stabs Decree into the ground sticking straight up. He leans against it and gets through most of his joke but then the javelin falls over and he stumbles over almost falling. Taunt: Reference to Pit up taunt from Super Smash Bro 4, Hileon pulls Decree (His Javelin) into 2 sections and crouches down, then twirls the two halves before standing up, crossing them over his head and his wings flourish up creating a U/O shape about his head Laugh: Hileon widens his stance and puts his shoulders back and laughs with no emotion. Dance: Reference to clogging dance (See this video https://www.youtube.com/watch?v=NMA5kgajhEA) Death: Hileon tries to fly into the air but struggles and drops to the ground with a huff. As the body fades away it goes from full body to just the wings to a few feathers and then disappears.

Playing Hileon:
Laning Phase Hileon’s laning phase is his weakest and most vulnerable stage in the game. When playing as Hileon your goal is to farm as safely as possible in order to get items and scale into the late game. In order to survive the laning phase, you must be prepared to react to the immense pressure your opponent will be putting on you. Amplifying Bounds is your best friend during laning phase as it’s additional range and damage can secure that cannon minion from a safe range or poke your enemy that extra second that they can’t. And remember, never initiate a fight or trade with Hileon, only react to enemies and farm your way out into true power. If an enemy initiates onto you with an ability, always use Soaring Bolt to dodge it and then use the bonus range and damage from Amplifying Bounds on your auto attacks to turn the trade in your favor. Although your lane impact and ability to shut down your opponent early is basically nonexistent, your late game power more than makes up for it.
Skirmishing
Hileon’s skirmishes happen in virtually the same ways no matter what team initiates. Once the fights starts most players will use large damaging spells and items right away to try and burst you down. When this happens, Use Soaring Bolt and Survey the Land (If you have to) to gain a nice shield and some movement speed to get out of the way of their damage. Then use The Overseer’s Embrace once they get close enough to ground them and then reactivate to gain a huge damage potential on the enemies. Although Hileon’s skirmishes may not be the best considering The Overseer's Embrance is better used in a full 5v5 team fight, it still definitely has power in a skirmish.
Immediately after you win a skirmish as Hileon use Survey the Land (if you haven’t previously used it) to scout out the closest objective for enemy wards. Keep in mind Hileon does not have a high attack speed so taking objectives is best done with some assistance. When regarding drakes, infernal is by far the best for Hileon. The damage helps him with every aspect of his kit. Ocean Drake is also as important because the healing allows for him to stay in fights longer and regeneration in between. Next is Mountain because Hileon’s objective taking power is quite low in comparison to other AD carries, and finally Wind Drake because although it is still useful, it’s usefulness towards Hileon isn’t very high. But it does have a small synergy with Amplifying Bounds which does increase it’s usefulness.
Team Fights At the beginning of a team fight, Hileon wants to stay on the edges of the fight and try to get in a few auto attacks with Amplifying Bounds. Because Hileon lacks any initiation himself, he must wait for his team to initiate the fight before he can really do anything. Just like most AD Carries, Hileon should attack the targets right in front of him, but unlike other carries, after the enemy's front line is gone Hileon can use Soaring Bolt and The Overseer's Embrance to help his team take down the back line carries while taking minimal damage giving the enemy little chance to get away. If you find yourself in a tight situation, the speed boost from the Soaring Bolt and Survey the Land combo gives Hileon a good lead ahead of his enemies. And remember, Soaring Bolt will activate Celestial Protection, giving Hileon even more time to shred the entire enemy team.
