From what you can see, most would-be-users either need mana or an actual reason to roam. Basically, to balance it, you have three choices. 1 is to add the
passive, and change the build path to

+ 300 gold, nerfing the AP to about 50-65, and adding some HP and Mana.
Option 2 is increasing the cost to 3200, the build path to
+
+
+ 365 gold. We reduce the AP to about 80-85. This gives another, roaming option to anyone wanting to roam but needs mana to do so.
Final option, and most extreme, is changing the movement speed to give 30 out of combat movement speed and an additional 120 out of combat movement speed in the river. This supercharges it's effect as a roaming item, while making it very 'bank or bust' in whether you do good roams or not.
