+ + 965 gold. Overall, this seems like a fairly decent item, maybe a little underpowered, but still solid situational item. However, when you begin to look who would get it, it gets a little iffy.

From what you can see, most would-be-users either need mana or an actual reason to roam. Basically, to balance it, you have three choices. 1 is to add the 
passive, and change the build path to + + 300 gold, nerfing the AP to about 50-65, and adding some HP and Mana.
Option 2 is increasing the cost to 3200, the build path to + + + 365 gold. We reduce the AP to about 80-85. This gives another, roaming option to anyone wanting to roam but needs mana to do so.
Final option, and most extreme, is changing the movement speed to give 30 out of combat movement speed and an additional 120 out of combat movement speed in the river. This supercharges it's effect as a roaming item, while making it very 'bank or bust' in whether you do good roams or not.
An Undead brat1 votesYou see, no. All of those options have health in it. We don't want health. We want heavy AP and penetration. This item would be utilized by mages and AP assassins who lack roaming power, as you said, they would most likely build it after . If this item had mana, noone would pick Morello, because you would have lane sustain AND roaming pressure aswell, Morello gives you only the first one, even tho better - but in the meta where ADC is the only player that matters the latter is more important. I want to have a decision: Lane sustain or roaming pressure? gives you enough mana for your roams so you had any, but doesn't restore your mana unless you farm and level up, so it's sustain is not good when roaming. This is how League used to be, tradeoffs. Make it like this again.
