I won't lie..that looks like it could be exploitable as racist/offensive. Probably tone down the Mexican feeling and go more rancher feeling. Kinda desesperada Cass. Lose the hat (or get a proper cowboy one) and probably lose the jalapeno stuff, recolor with earth tone and you are set.
Man that is so well done, i honestly see this skin in the game. What a great work. 
Not gonna happen. People are already making a big deal about how the Mario game is gonna have a "Mexican" area, as seen in the Nintendo Switch announcment ad. Riot shouldn't risk this and they more than likely won't. One thing to base a skin off of cultural lore or wrestling names, completely other to depict a racial stereotype in a skin.
