A legit question about when will Skarner get a skin.

Now, to core problem: as much as i hate to beg for stuff, i truly have the feel to ask when, after almost 3 years, a rework that ruined him and another rework that finally made him viable and fun (thank You Riot for following up with his rework!), will Skarner get a new skin? Battlecast, for example got teased since Battlecast Prime Cho'Gath! I know there's actually a lot of work @ Riot (SR update, balancing and updating older champions to make them modern and competitive, creation of game modes, making new champions to work, working on server stability, Worlds, getting ready with new season, making ultimate, victorious and championship skins, not to mention other skins in the works, etc.), and it's actually a good work you're doing, and i don't want to make You to push things or feel in a hurry, so i'll just leave this as a reminder. And i hope You'll keep it in mind.

As a side note: as a 975 RP skin, why doesn't Sandscourge Skarner have it's own sand effects for his skills?
