Voltar, "The Electrician"

Lore: Voltar was actually a human who was born and raised in Bilgewater with a name of Ewan Swishblade, his father The Great Captain Al Swishblade was a great captain of the seas. When Ewan was very interested in crafts, citizens of Bilgewater were very pleased at how smart he was. One day he met a local man who was a great businessman by the name of Dr. Aregor Priggs, where he created some wares, he was proud to be with Priggs who most notably created Grave's gun "Destiny." However one day while he was at work around age 12, a mysterious mechanical boat appeared. A bunch of short creatures exited the boat all holding weapons. They appeared to be an "Infamous Mad Scientist Yordle Gang." aka IMSYG. They decided they would kidnap Ewan. Ewan was never to be seen again in Bilgewater. The gang did dangerous "High Voltage Experiments" on him and other cruel things which actually put him in poor condition. One of the scientists by the name of Snipper Pooflinger also known as The Dark Surgeon decided to have an idea that he would make his patient an evil cyborg, "Our gang will be invincible due to this new invention!" he stated followed by lots of evil laughter. The surgeon performed some very careful brain surgery replacing most of his noggin with a plasma globe. The little comical creatures decided to add a scary looking mask, and they thought it was hysterical when assistant surgeon Whiskey Limbsberg decided to add wires and power poles on him. They added other mechanical parts as well such as a full suit of armor, a electrocution insulator, explosive transformers, power-lines, an electric cape, and more wires. Pooflinger and Limbsberg stayed in the room while the rest left and observed out the glass window. Limbsberg asked a couple questions meaning to ask "How many volts are we going to use?" he appeared rather nervous at the appearance of the cyborg so instead he asked "How many Volt are-?" Pooflinger cut him off saying "What a great name! Voltar! We shall call him Voltar! It's genius!" Just then Pooflinger pressed numerous buttons on the control pad sending bolts of electricity onto Voltar. "Hahaha! Yes YES! Its working!" They both started to cheer. Just then Voltar stood up and slashed both of them with his power-lines in anger, and smashed the glass window with his insulator electrocuting the evil scientists. They were all panicking and sirens were going off with red signs flashing "ERROR." One of the scientists pulled the fire alarm and there was major terror under Voltar's anger. Voltar was able to escape the facility and he found an escape plane. At first it did nothing, until he struck the controls with some volts of electricity which started the plane. When he took off many other fighter jets which looked similar to Corki's fired at him. After been chased for miles one of the side engines was hit with one of the explosive weapons from the IMSYG Aircraft, this caused his plane to go downward into the ocean. After that everything went black. Later he finally woke up on a beach, there were several people staring at him. Ziggs, Renekton, Lee Sin, Graves, and Leona were all having a very nice pool party. They seemed rather startled or "shocked" by Voltar's appearance at first, until they got used to it. He explained everything that happened and Ziggs had said he was very aware of the IMSYG Gang. Graves was fascinated that Voltar met Dr. Priggs and he suggested that he should meet a friend named Ryze, who could teach him the way of the lightning. Voltar was mentored by many others including Ryze, Volibear, some programs from Blitzcrank, and the great storm dragon Ao Shin. After years of training, he will hopefully join the League of Legends crew.

Appearance: He is an electric cyborg , consisting of a plasma globe as a head with a mask that sort of looks like the Lich king's helmet. His cape is made lightning.

Type of Fighter: Mage Secondary: Marksman What Items to Get: Ability Power

Abilities:

Passive- -He shoots electric bolts of lightning -He has a couple transformers attached on his back, behind the cape, these explode when Voltar is killed, dealing damage to nearby minions or enemies.  MAGIC DAMAGE: 75 / 120 / 165 / 210 / 255 (+ 65% AP)

Q: Slash- Damage: 60 Mana Cost: 50 Range: 400 Cooldown: 5S He slashes enemies with the power-lines attached to his right hand, dealing a little bit of damage

Magic Damage: 60/ 80/ 100/ 120/ 140(+40% AP)

W: Electrocute- Damage: 80 Mana Cost: 50 Range: 700 Cooldown: 9S He electrocutes enemies, dealing a decent amount of damage. Can also be used on self or ally that increases Attack Speed and Movement Speed by %15 for 5 Seconds.

Magic Damage: 80/ 105/ 130/ 155/ 180(+70%AP) Mana Overtime: 80/ 85/ 90/ 95/ 100

E: Spinal Shock- Damage: 60 Mana Cost:50 Range: 1000 Cooldown: 18S Shocks the enemy, making them paralyzed and unable to move or cast spells for 3 seconds. Also deals damage to the enemy.

Magic Damage: 60/ 70/ 90/ 120/ 160(+30%AP) Mana Overtime: 50/ 65/ 80/ 105/ 120

R: Lightning Strike- Damage: 250 Mana Cost: 150 Range: 400 Cooldown: 200/170/150 Seconds A little similar to Garen's ultimate.He causes lighting to strike out of the sky dealing a good amount of damage to an enemy.

Magic Damage: 250/ 400/ 550(+60% AP) Mana Overtime: 150/ 175/ 200

Friends: Ryze, Ao Shin, Blitzcrank, Xerath, Leona, Ziggs, Heimerdinger, Renekton, Graves, and Lee Sin.

Rivals: -Kassadin- Thinks he is an imposter -Corki- Unsure of his engineering skills -Shen- Fears him, due to his surgeon skin -Urgot- Gets in arguments over who suffered the most. -Sion- Fights over who had the best escape plan

Voice: Deep intelligence robotic voice with a static effect. Sort of like he is talking into a fan.

Taunt: "Go ahead, Strike me with your fear." "Hey want a piece of gum? (Holds out package of shocking prank gum)" (Voltar slashes his powerlines, and tests a little electricity with the insulator)- "Mmmm....Indeed works perfectly!"

Jokes "Did you hear the electrician was arrested? Apparently he was charged with battery." "Want to hear some news? It's quite SHOCKING!" "Shock-a-lot is my favorite flavor." "Sometimes I like to take power zaps, wait did I say zap?! Oh my I meant nap!! Silly autocorrect."

Laugh: Sounds like an evil Mwahahaha! With a static effect.

Ultimate: "Hahaha! Yes YES! Its working!"
