Steel Legion Garen

Hi, I'm just making this post to ask if there is any reason why Steel Legion Garen has not been on sale for a while? I've been waiting for it and I noticed that Steel Legion Lux had been on sale twice before Garen having seen a discount once. I saw on one of the Harrowing Flash Sale tracking pages that this skin hadn't been on sale for 368 days. That seems a little... unfair? I can't think of the right word for it; it just seems really weird to me.
