And shouldn't Hecarim need 2 pairs of boots?

The fact that she can't build boots is a both a champion design choice and a lore decision, having another item slot available cements her position as the midlane hypercarry.
thematically giving Hecarim a special boot item would actually fit due to gaining bonus AD based on movespeed.
then why does nid need boots she is a cheetah, why doesnt elise get 8 boots?
The boots plus her passive would make her way too fast to target. It also gives her a weakness despite how op she can get.
Elise must constantly switch from 1 pair to 4 pairs of boots.
