[Champion Concept:Reworked] The Wretched Cleric
I am posting this in response to one of my recent champions, because it was brought to my attention that he was way op and that he was more of a juggernaut than a support. So here is the new and improved Real Support Champion complete with lore, stats, and abilities.
Salus is from Demacia, but he has forsaken it. He once had a friend Jerad, who was falsely accused of murder and sentenced to death. Salus was furious with the Demacian government for not making a bigger investigation. He saw them as an arrogant self-righteous people. They let their pride get in the way. He started his own personal quest to find out who had framed his friend. It didn't take long for Salus to end up in Noxus territory. In order to survive he had to become one of them. He hit a dead end when he found his only lead was dead. By this time Salus had done many regrettable things, learned new skills, and forgotten things he once knew. Realizing that the Noxian lifestyle was changing him he set out to find help. It wasn't long before he found a mysterious wizard offering to help. The wizard offered to make a ring that would hold back the darkness in his heart. The price to be paid was a soul. Salus, now cruel and twisted, agreed. The wizard specifically wanted an innocent soul and Salus would do anything to go back to normal. After Salus obained the ring, the wizard cackled and disappeared. Putting on the ring Salus became his normal self. No longer disfigured by the dark power he once wielded. Something in his mind changed when he put the ring on. And when Salus would remove the ring he would transform back into the dark monster. But Salus was grieved by the sins he had comitted and craved redemption. He travelled Valoran, helping others as best he could, but it wasn't enough. He knew what he needed; the Fields of Justice. There he could redeem himself and get revenge on Noxus.
So the lore isn't the strongest, but I made an effort to try and get Salus to fit canon lore without changing too much of it. Now for the fun part; stats and abilities.

Passive Redeem: Assists grant Salus 1 stack of redeem (Max stacks: 20). At 5 stacks Salus gains 10% movement speed. At 10 stacks he gains 5% of his max health as bonus health. At 15 stacks his cooldowns are reduced by 2 seconds. At 20 stacks the bonuses are doubled. Salus loses a stack if he kills an enemy champion, and half stacks upon death.
Q Mend: Salus fires a yellow light that heals the first thing hit for 50/70/90/110/130/150 (+5% of his max health). Ruin: Salus fires a yellow light that damages the first thing hit for 25/40/55/70/85/100 (+2.5% of his max health). Range: 900 Cost: 35/50/65/80/95/110 Cooldown: 12
W Energize(Toggle): Salus energizes the area around him granting 10/20/30/40/50/60% movement speed bonus to all nearby champions. Stagnate(Toggle): Salus aborbs nearby energy draining 10/20/30/40/50/60% movement speed to all nearby champions. Range: 300 Cost:2/4/6/8/10/12 mana per second Cooldown: 5
E Benign Blast: Salus fires a green light that removes crowd control effects from the first champion hit and also heals them for 20/40/60/80/100/120. Deadly Dash: Slaus fires a green light that marks the first thing hit. For three seconds Salus can reactivate Deadly Dash to dash to the mark, stunning the target for 1 second. If Salus dashes the cooldown of Deadly Dash is reduced by 0.5/1/1.5/2/2.5/3 seconds. Range: 700 Cost:40/60/80/100/120/140 Cooldown: 15
R Passive: Whenever Salus puts on his ring he heals the nearest allied champion for 20. Whenever he take the ring off he inflicts fear on nearby enemy champions for 0.5 seconds. Light: Salus puts on his ring returning him to his normal state and gaining access to Mend, Energize, and Benign Blast. Dark: Salus takes off his ring unleashing the monster inside and gaining access to Ruin, Stagnate, and Deadly Dash. Range: Self Cost: 20 Cooldown: 10

Ok, so a few things to note here. The passive on his R may be too much, I just threw it in at the last minute. His Q and E are skillshots while his W is an AoE around him. He has his R at level one as you may expect. His weapon is a blunt staff. Mend at 5k health heals for 400 and Ruin at 5k health deals 225 magic damage. One thing I was hoping to get input about is how to make him a tanky jungler, because keep in mind his passive, Redeem, doesn't allow him to get kills(as far as roles outside of support go, jungle would be his only other option). Anyway, I would really like to see a support champion like this one on the rift sometime. Salus is very dynamic I think and adds a change of pace for supports.
So now that everything is out of the way let me know what you think. Is he too strong, or too weak? Abilities don't really match that of a support? Too difficult to play, too easy? Etc, etc. Thank you for reading.
