I propose a way to end toxicity.
We all know the powers of riot making Player names appear as bots. So why not for 1 day, just one day
Disable chat. One day. And if it works.
You basically saved the game from community plague.

Having the ability to disable your own chat would be a better solution. /mutemyself
Have fun with an armada of people running it down mid, soft inting, afk'ing, trolling, banning your champ intend, afk farming, following you around while spamming pings/emotes, etc...
You just strengthened toxicity, since only 1 of those activities listed above gets punished consistently.
Stiff rules rarely manage to achieve the goal.
