ITEM CONCEPT: Mage's Buckler, another option for mages against AD threats

Options for Mages against AD threats are slim:

Currently, this is the only viable option. As wonderful as it is, I feel like there should be more options.

For example, AD champs have several options against AP threats.

This seems immensely unfair, and I propose adding a second option for mages against AD threats.

If the shield expires without absorbing maximum damage, the shield detonates, dealing 50-230 (+35% AP) magic damage in an area to enemy champions and slowing them by 20% for 1 second.
