Hey Champ Design Team, Any plans for a champ who affects enemy/ally CDR?

I was thinking to myself about what new features could be implemented in a new ability, then i though... "Maybe they could alter Zilean 's W to use on allies." Then I was like, hey, why not have an ability (or just an item?) that boosted/ affected the CDR of champions in a team fight?"

Has such an ability already been implemented in the game or been tossed around in conversation or brainstorming? (It would probably end up on a support, which suits utility focussed champions.)

I'm not a good number cruncher, but if they somehow could push ally CDR to a new cap, say 45%? -OR- Lower nearby enemy cdr? (like a frozen heart AOE, but CDR instead of enemy attack speed...)

You're thinking out of the box and I commend that.

However the CDR cap is a really risky thing to play around with, as many champions such as Karthus, Katarina, Riven and others can get seriously out of control if they could get to 50% CDR for example. And you'd honestly have to adjust the cap with that item to make it worth it, as most item build paths will hit a decent amount of CDR should the champion need it at all (like every support).

I don't think a CDR aura like that could in the game at this moment. You'd have to adjust too much of the game (items, champs) to compensate appropriately.
