This isn't true, the skin team has a director that tells them what champions need a new skin (Typically ones that are popular in said time). Notice how Lissandra got a new skin out of nowhere, funny when she spiked up in popularity because of the new passive and Aftershock with her ult.

Same is pretty much said for Zac who hasn't seen a skin since his 2015 Pool Party (Esports was chosen by SKT not Riot)
just because a champ isn't getting skins, that doesn't mean they should be removed

I would personally love a skin for Zyra that was true to her plant-esque physique. I mean, the dragon skin is pretty cool but I can't stand the other skins. I've been hoping for a Death Blossom, Blackthorn or Elderwood for ages now!
