[Champion Concept] Raine, Envoy of the Storm

This is my first champion design, so let me know what I could improve on. Also, shout out to Error Screen for making the champion concept that inspired me to attempt this. Hope you like my idea.

Raine, Envoy of the Storm

Middle Lane - Mage/Assassin

I'm not an artist, but I picture a blue queen, like a stormy version of Ashe and Lissandra

Abilities

Passive - Out of the Storm

Upon scoring a kill or assist, Raine heals for 25% of her missing health. Additionally, she turns invisible for 1 second and gains 50% increased movement speed decaying over 2 seconds (this movement speed bonus does not stack).

Q - Lightning Strike

Mana Cost: 50/55/60/65/70 mana Cooldown: 10/9/8/7/6 seconds

Raine uses the power of lightning to strike the target area after a short delay dealing 70/110/150/190/230 (+60% AP) magic damage to all enemies in the area slowing the enemies by 40/45/50/55/60% for 2 seconds.

W - Electric Sparks (Passive)

Whenever one of Raine's abilities hits an enemy, the enemy gains one stack of Electric Sparks. Enemies afflicted with Electric Sparks take 20/40/60/80/100 (+20%AP) magic damage per stack over 3 seconds (this ability can stack up to three times).

E - Gust/Spiraling Winds

Mana Cost: 50 mana at all ranks Cooldown: 20/18/16/14/12 seconds

Raine calls upon the power of the wind to dash to a target location dealing 60/105/150/195/240 (+40% AP) magic damage to all nearby enemies and marking them. When a marked target is hit by one of Raine's abilities, the mark is consumed to deal 60/80/100/120/140 (+30% AP) magic damage. Raine can also reactivate this ability to draw all nearby enemy champions to Raine's location.

**R - Wrath of the Tempest **

Mana Cost: 100 mana at all ranks Cooldown: 70/60/50 seconds

Raine summons a tempest around her stunning all enemies hit for 2 seconds. This also deals 250/350/450 (+80% AP) magic damage.

*Note: My numbers probably need some tuning, but they should be in the right area.

Lore

The walls of the castle began to crumble from the force of the wind. As the lighting cracked and thunder bellowed from above, the king ordered his people to seek shelter underground. Sleep evaded the people that night, but for good reason; Raine was striking again. The sound of crashing rain prevailed throughout the kingdom; Hail smashed against the ground threatening to end the population's ongoing struggle for life. Despite the challenges, they decided to wait out the storm. It seemed as if their imminent demise was approaching, but suddenly the tempest calmed; The rain stopped, the the wind went silent, and the lighting stopped flashing.

The people hesitantly came out of cover desperately hoping that their Kingdom was still there. After seeing the remains, they realized how merciful Raine was this time; there was debris scattered throughout the village, but it was not nearly as bad as a normal attack. The social bonds holding them together were stronger than ever, and the Kingdom's hope started to return. As the sun started to rise, the Kingdom's energy slowly returned, and they started reassembling their demolished city.

Raine's plan was working. It would be over soon, as would their empty lives. She was close to the prize, and it would all be hers soon.

The homes were usable, the buildings stable, and the markets crowded. The village was buzzing with new life, and it was a nice change. Nothing hinted at Raine's return, and the people were relieved for the first time in years.

As if on cue, the emperor's castle began to collapse. Then everything went black.

It was hers now. All of it. Every last piece. The clueless kingdom fell into her trap, and she watched as they died merciless deaths: drowning, electrocution, and tornadoes were only the beginning, and the horrors went on. Those people, the fools, had lived in fear for 50 years, ever since they had killed Raine's kin. Revenge tasted good, and she wanted more. Raine was power hungry now, and she had already picked her next target. She was coming, approaching quickly, and there was nothing they could do to stop her.

The storm will rage on; somebody has to lose, but the tempest is stronger than ever.
