CONCEPT: Shaw, the Hangman's Noose

CONCEPT: I envision Shaw as a jungler/solo-laner who can be built either as a durable fighter or full-tank, much like Hecarim. He provides great CC and, if played correctly, put out massive damage.

LORE: I'm not much of a storyteller, but my idea of Shaw would be someone who has had something taken from him (family, freedom, etc.) by none other than the bloodthirsty Noxians. Because of this, he now seeks to enact vengeance in the League of Legends. Pretty basic, I know. He operates on a strange moral compass, in which he acts mild-mannered and really believes mass murder is justified by his small personal losses, and should be seen as creepy in general.

APPEARANCE: Shaw wears clothes typical of a Noxian streetwalker, but tattered, and tied around his body are many ropes. He drags behind him his two axes.

KIT:

PASSIVE: Harvest the Weak Shaw converts 70% of his combined armor and attack damage into fury, his resource. Additionally, Shaw's basic attacks slow enemies below 30% health for 20% of their movement speed.

Q: Contempt for the Wicked COST: 3/5/7/10 fury/attack COOLDOWN: 1s TOGGLE: Shaw's basic attacks deal 60/80/100/120% of his attack damage as splash damage, and gain 20% lifesteal.

W: Screech of the Forsaken COST: 40/50/60/70 fury COOLDOWN: 20/18/16/14s ACTIVE: Shaw cackles into the night, fearing enemies around him for 2 seconds, and amplifying all damage done by Shaw to feared champions by 15/20/25/30%.

E: Thrill of the Blades COST: 70/80/90/100 fury COOLDOWN: 12/11/10/9s ACTIVE: Shaw becomes invigorated, gaining 100/125/150/175 movement speed (with an additional non-stacking 20 movement speed added after a basic attack on a champion during the duration of the ability) and 45/50/60/70% attack speed (with an additional non-stacking 15% attack speed added after a basic attack on a champion during the duration of the ability) for 6.5/7/7.5/8s.

R: Release of Tormented Souls COST: 200 fury initially, and 20 fury/s after hanging begins COOLDOWN: 100s ACTIVE: Shaw places a large rod in the ground, the top of which is tied to a rope which Shaw holds for 10 seconds. Shaw then uses the rope to round up enemies; if Shaw is able to encircle enemies within his rope and return to his rod, the enemies will be marked for hanging. Upon reactivation of the ability, Shaw will hang all enemies marked for hanging, dealing 60% of his attack damage per second, gaining 10% for each second enemies remain hanging. Enemies are relocated to the originally placed rod, and are pacified while hanging, and the hanging lasts for no more than 5 seconds.

CONCLUSION: I think Shaw's abilities can create some amazing combos, such as using his R to place the rod, then activating his W to fear nearby enemies, and his E to encircle them, reactivating his R to hang them, and toggling his Q to deal splash damage to all hanging enemies. A well executed (pun intended) Shaw ultimate could be game-changing, and his laning phase and jungling potential are both very strong. Thanks for readying my first champion concept. Passive: Confusing. How does he gain fury? Does he lose 70% of his armor and attack damage(converted isn't the word for that, gains would be). The additional slow isn't needed and is extra power.

Q: Hard to judge without more knowledge about fury. For one, it's really odd that there's more than 100% splash damage. Does he deal 180% of his attack damage to secondary targets if he buys a Ravenous Hydra?

W: A 2 second AoE fear is extremely powerful. Especially as a basic ability. An AoE isn't listed for that. And on top of that, 30% extra damage dealt? Swain only has 20%, and it's one of the more powerful parts of his kit. Also, 2 second stun at level one, since it doesn't scale with ranking it up.

E: Incredibly massive movespeed buff and attack speed buff. And... on a 100% uptime, as well. Kind of ludicrous.

R: A potential 5 seconds of CC, on top of heavy damage? And being able to attack them the whole time? 428 armor + AD is achievable to have enough fury for that. Combined with ghost, that's 5 seconds of hard CC on top of dealing 400% of your total AD, while you can autoattack them freely?

His abilities aren't really cohesive, either. I'm not entirely sure what sort of theme the abilities are supposed to invoke other than 'CC people and then kill them'. Aside from his ult(which is somewhat clumsy on top of being ludicrously powerful even if it dealt no damage and no CC after teleporting enemies back), his abilities are 'CC them, and then autoattack them until they're dead'. Not many choices to be made there.
