Gifting IP Boost

What if we can send our friend(s) IP boost or XP boost? I'm sure there are people who have left over IP and they can't buy a skin or ward skin and own about 500K IP. I think it's a good idea. Feel free to comment. OR GIFT IP OMG THAT'D BE GLORIOUS.
