Weiss is a slippery AP mage. He can heal allies and slow enemies, providing utility, and can hold his own in a solo lane as well.

Static Cooldown: 21 seconds Passive: Escape Act: The next hard CC applied to him will be negated. (Only the crowd control) The cooldown is reduced by 1 second each time he hits an enemy with an ability.

Cooldown: 12/11/10/9/8 seconds Mana Cost: 50/70/90/110/130 mana. Q: Triple Doves: Weiss fires 3 doves in 3 directions, dealing 80/100/120/140/160 (+0.55 AP) magic damage to the all enemies hit, but stop when they hit a champion, slowing every target hit by 60% for 2 seconds.

Cooldown: 16 seconds Mana Cost: 100/150/200/250/300 mana. W: Rabbit Luck: Weiss pulls a rabbit out of his hat and causes his target to absorb the magic of the rabbit foot, increasing target allies critical hit chance, and healing them for 150/200/250/300/350 (+0.20 AP) health.

E: Water Walk: Passive: Weiss gains 15/25/35/45/55 bonus movement speed while walking in the river and in the Baron and Dragon pit. (this bonus is negated while in brushes)

Cooldown: 120/110/100 seconds Mana Cost: 150/200/250 R: Mystic Box: Weiss targets enemy champion, concealing both of them in a mysterious box. They are invulnerable for 3 seconds. During this time, 3 knives appear and stab the box Weiss is in each second. He reappears in the enemies box, while the enemy he targeted comes out of the stabbed box. Each knife that is able to hit the box deals 50/100/150 (+0.75 AP) magic damage.
