Some thoughts,

Passive: I appreciate the idea of keeping old Sion alive but this does not do it justice. There a few problems with it.

  1. it has a short "cast" time and that gives your enemy time to walk away from you
  2. if they out run you or CC you, you die in about 4 seconds
  3. even if you get all your attacks off you still only get an extra 4-5 seconds, which is not necessarily enough to kill anything if you're building tanky My suggestion is to give him a flat movement speed (like 400-425) AND the movement speed ability, AND 75% reduction in CC. Also, have the health loss start as a flat amount per second and increase by a flat amount, that way you get to use the form longer later in the game.

Q: I love this concept, great ability.

W: Not too bad, I like that you kept his infinite scaling.

E: Everything this guy does is AOE and/or team fight oriented, then you have this under-whelming single target ability, i feel like it should just be an AOE cone of slow and armor shred.

R: This is so hard and impractical to use, I see no reason why he shouldn't have normal control over his turning, or at least more control then he does, you almost can't make the turn around the center of top or bot lane... that's just stupid. My suggestion is to have him be able to turn more easily, BUT if you do, you lose movement speed. THEN, when he hits, have the damage scale off of the speed he had at point of impact.
