"It just doesn't go as well without those two, or should I say it just isn't as fun..."

Just a quick idea I had for a Minion Controller Champ that could tie very well to Vi and Jinx's back stories. It's not terribly great, but yeah.

Passive - Henchmen

  • Rosetta get Operation Funds equal to 20% gold gained (including starting gold) and can hire Henchmen with this currency. Henchman stats are further enhanced by Rosetta's items. Henchmen will follow Rosetta until given a command and will attack any enemy that Rosetta attacks or is attacked by while following.

  • 25 Funds Basic Henchman (Range, Minion strength and hp)

  • 50 Funds Gun Man (range, Minion hp, but +strength, every 3rd attack is a small aoe)

  • 75 Funds Thug (Melee, Minion strangth, but +HP, generates gold for every hit)

  • 125 Funds Hitman (Range, Cannon Minion HP, Super Strength, Mini cait ult every 4th shot)

  • 125 Funds Muscle (Melee, Super Strength, Cannon Damage, Ignores % armor)

  • 300 Funds Expert (Super Strength and HP, Empowered AOE every 3th and a Mini cait ult every 4th attack)

|

Q - Attack Select a henchman and select a target for it to attack

Double q will select all units within 1000 Triple q will select all units

|

W - To Me Will make selected Henchman follow her

Double q will select all units within 1000 Triple q will select all units

|

E - Guard Select a henchman and select an area for the henchman to stand guard.

Double q will select all units within 1000 Triple q will select all units

|

R - Gotta do every thing my self Rosetta gets 200% AD, +100% AS, +50% Move Speed, and 100 Armor and MR for 15 seconds

Henchman Dies - "It's so hard to find good help these days"

As someone who also has a champion revolving around the use of minions, I would be careful about making a champ whose kit minus ult depends entirely upon the presence of minions. That said I like the concept and the way yours works, but it would be best that she still be able to act on her own somewhat and the presence/behavior of minions merely complement or enhance her abilities rather than require them, otherwise you're going to end up in a teamfight or up against someone with good CC who can make short work of your private army and leave you up the river without a paddle.
